Israel is reportedly holding around 1,700 Palestinian bodies for possible
future exchanges despite Hamas currently holding no Israeli captives.

Israel is holding the remains of approximately 1,700 Palestinians as
potential bargaining chips in future prisoner exchanges, despite Hamas
currently holding no Israeli captives, according to a report by the Israeli
newspaper Haaretz.

The figure reportedly emerged during recent discussions inside the Israeli
security establishment and was provided to Haaretz by two sources familiar
with the matter.

According to the newspaper, Shin Bet chief David Zini supports continuing
to hold the bodies in anticipation of a scenario in which Israelis could be
captured or go missing in the future.

The Israeli army reportedly supports the same position.

Most of the bodies belong to Palestinians from the Gaza Strip who,
according to Haaretz, participated in the October 7, 2023 operation or
subsequent fighting.

However, the newspaper reported that some of the bodies belong to
Palestinians who were not involved in combat.
Legal Authority Questioned

The reported policy has raised legal questions inside Israel itself.

Legal sources cited by Haaretz said the state lacks authority to retain the
remains of Palestinians with no proven involvement in fighting unless
Israel’s Security Cabinet first establishes an explicit policy governing
the practice.

Palestinian organizations have long accused Israel of withholding
Palestinian bodies as a means of exerting pressure in negotiations
concerning prisoners and missing persons.

In October 2025, the Palestinian National Campaign for the Retrieval of
Martyrs’ Bodies and Disclosure of the Fate of the Missing said
approximately 1,500 bodies belonging to Palestinians from Gaza were being
held at Israel’s Sde Teiman military facility.

The latest Haaretz figure suggests that the number of Palestinian remains
being held has since risen to approximately 1,700.
Gaza Genocide

The report comes as Israeli attacks continue in the Gaza Strip despite the
ceasefire that took effect in October 2025.

According to Gaza’s Health Ministry figures cited in the report, Israeli
attacks since the ceasefire have killed at least 1,258 Palestinians and
injured 4,139 others.

More than 73,000 Palestinians have been killed and over 174,000 injured
since October 2023, while approximately 90 percent of Gaza’s infrastructure
has been affected by the destruction.
