*Summary*
This week, PCHR documented 148 violations of the international human
rights law and international humanitarian law (IHL) by Israeli
occupation forces (IOF) and settlers in the occupied Palestinian territory.
*As part of the Israeli violations of the right to life and bodily
integrity: *
In terms of excessive use of force, IOF wounded 57 Palestinian civilians
in the West Bank and Gaza Strip. In the Gaza Strip, IOF wounded 49
civilians, including 23 children, 3 women, and 2 paramedics, including a
woman, on the 83^rd Friday of the Great March of Return and Breaking the
Siege protest (GMR). An employee at Jabalia Municipality was shot and
injured after IOF opened fire at him while he was on duty at the border
area. Meanwhile in the West Bank, 7 civilians were injured; 6 of them
were injured near the annexation wall during their attempt to sneak into
Israel for work.
*Under IOF incursions and house raids,* 94 incursions into the West
Bank, including occupied East Jerusalem, were reported. Those incursions
included raids of civilian houses and shootings, enticing fear among
civilians, arresting and/or injuring many others. During this week’s
incursions, 58 Palestinians were arrested, including 4 children, 4 women
(3 of them are journalists). On 06 December 2019, IOF arrested the crew
of Palestine Satellite Channel during their morning show “Good Morning
Jerusalem” and arrested one of the guests, a former prisoner. IOF also
arrested 2 civilians near the border fence in eastern Rafah and fired
tear gas canisters at al-Najjar neighbourhood in Khuza’ah, east of Khan
Younis, in the Gaza Strip.
*Under the settlement expansion activities in the West Bank, *PCHR
documented 4 IOF violations that included demolishing 3 residential
houses and razing a 200-square-meter land in Hebron, in addition to 27
dunums of Kafer Laqef village, east of Qalqiliyah to establish an
industrial area to be annexed to /“Karnei Shomron”/ settlement.
Moreover, a civilian was forced to self-demolish his house in occupied
Jerusalem.
PCHR also documented 2 settler-attacks against Palestinian civilians and
their property, including stoning a vehicle in Nablus, and puncturing
tires of 160 vehicles in Jerusalem, in addition to vandalization.
*In terms of the Israeli closure policy,* the Gaza Strip still suffers
the worst closure in the History of the Israeli occupation of the oPt as
it has entered the 14^th consecutive year, without any improvement to
the movement of persons and goods, humanitarian conditions and bearing
catastrophic consequences on all aspects of life. Furthermore, IOF uses
Erez Crossing that is designated for movement of individuals as an
ambush to arrest Palestinians who obtain permits to exit via Israel.
Meanwhile, the West Bank is divided into separate cantons with key roads
blocked by the Israeli occupation since the Second Intifada and with
temporary and permanent checkpoints, where civilian movement is
restricted and they are subject to arrest as 3 Palestinians were
arrested this week only.
1. *Violation of the right to life and to bodily integrity*
1. *Excessive Use of Force against Protests in the Gaza Strip*
On the 83^rd Friday, 06 December 2019, weekly protests were launched in
the 5 Great March of Return (GMR) encampments in eastern Gaza Strip.
This Friday’s protest titled: “GMR Will Continue”, resulted in the
injury of 49 civilians, including 23 children and 3 women, and 2
paramedics, including a woman.
*The incidents were as follows:*
* *Northern Gaza Strip*: demonstrations took part in eastern Jabalia.
Some protesters threw stones at IOF stationed along the border
fence. IOF shot and injured 14 civilians, including 5 children and 2
women: 2 with live bullets and shrapnel, 8 with rubber bullets and 4
were hit with tear gas canisters.
* *Gaza City: *hundreds took part in Malaka area in eastern Gaza City.
IOF targeted them with teargas canisters and live and rubber
bullets. As a result, 5 civilians were injured; 4 of them were hit
with tear gas canisters, and one was shot with a rubber bullet in
the head. Moreover, dozens of civilians suffocated due to teat gas
inhalation.
* *Central Gaza Strip: *protests took part in eastern al-Buriej Camp.
Hundreds gathered near the border fence and some attempted to throw
stones at IOF, who fired live and rubber bullets and tear gas
canisters in return. The shooting, which continued until 17:00 on
the same day, caused the injury of 5 protestors, including 2
children and 2 women; 3 of them with rubber bullets, and 2 with tear
gas canisters. Mai Suleiman Abdul Karim Abu Ruweidah (20), from
al-Maghazi, who was directly hit with a tear gas canister in the
right eye, was referred to the Eye Specialty Hospital in Gaza City.
Mai’s right eye was removed after which she was referred to al-Shifa
Hospital in Gaza City.
Abu Ruweidah said to PCHR’s fieldworker that:
/“At approximately 15:30 on Friday, 06 December 2019, during my
participation at the GMR protests, I was directly hit with a tear gas
canister in my right eye. I was taken to the field hospital, which is
about 1000 meters away from where I was. After receiving first aid, I
was referred to al-Aqsa Hospital in Deir al-Balah. After that, I was
referred to Eye Specialty Hospital in al-Nasser neighborhood, Gaza City,
and then transferred to al-Shifa Hospital to for a CT scan. Later, I
returned to the //Eye Specialty Hospital. At approximately 21:15, I had
a surgery to remove my right eye. On Sunday, 08 December 2019, I was
referred again to al-Shifa Hospital and I am still receiving medical
treatment.”/
* *Khan Younis:* Hundreds civilians joined today’s protests in
Khuza’ah area in eastern Khan Yunis. Most of the protesters stayed
in the encampment for the activities while only dozens gathered near
the border fence and attempted to throw stones and firecrackers. IOF
fired live and rubber bullets and tear gas canisters at them in
addition to firing skunk at them from water cannons. As a result, 8
civilians, including 5 children and 2 paramedics, were injured with
rubber bullets and taken to hospitals. Moreover, many civilians
sustained superficial rubber bullets wounds and suffocated due to
tear gas inhalation. They received treatment on the spot. The
wounded paramedic, Dalia Bassam Ahmed Abu Reidah (21), working
within Watan Medical Team, was shot with a rubber bullet in her left
hand while paramedic Mohammed Ziyad Zoghbor(35), a PRCS volunteer
paramedic, was shot with a rubber bullet in the right shoulder. It
should be noted that some Palestinian young men flocked to today’s
protests at 13:00 and were shot with live bullets and hit with tear
gas canisters before the crowds headed to the area. As a result, a
child was wounded with a rubber bullet.
* *Rafah:* hundreds of protestors gathered in eastern al-Shawka
neighborhood while others remained at the protest encampment, where
speeches and theatrical performances were performed. Dozens
attempted to approach the fence and throw stones and burnt tires.
IOF fired live and rubber bullets and tear gas canisters at
protestors and pumped wastewater at them. As a result, 17 civilians,
including 11 children, were injured: 2 shot with live bullets and
shrapnel, 8 with rubber bullets and 7 were hit with tear gas
canisters. Rajeh Mohammed al-Qadi (24) was shot with a rubber bullet
to the head, causing fracture in his skull. He was admitted to the
Gaza European Hospital in Khan Yunis for his serious condition.
2. *Shooting and other violations of the right to life and bodily
integrity*
* At approximately 15:00 on Friday, 06 December 2019, a number of
Palestinian young men gathered and threw stones at IOF stationed
along the security fence of /“Karmi Tsur”/ settlement, adjacent to
Beit Ummer village, north of Hebron. The soldiers chased the young
men and fired live bullets and tear gas canisters at them. As a
result, an 18-year-old civilian was shot with a live bullet in the
abdomen. He was referred to al-Ahli Hospital in Hebron via an
ambulance of Palestine Red crescent Society (PRCS) in a critical
condition. Medical sources said that the wounded civilian had a
surgery to remove his The live bullet also caused partial laceration
in the wounded civilian’s liver.
* At approximately 15:00 on the same Friday, IOF stationed along the
border fence, east of al-Shuhada’a Cemetery, east of Jabalia, north
of the Gaza Strip, opened fire at a truck affiliated with Jabalia
Municipality. As a result, the truck was targeted with 4 live
bullets and Mesleh Nidal ‘Abed Rabbuh (24), from Jabalia, was shot
with a live bullet in the left arm. ‘Abed Rabbuh was taken to the
GMR medical point at Abu Safia area, northeast of Jabalia. ‘Abed
Rabbuh’s injury coincided with the start of GMR. He was referred to
al-‘Awda Hospital affiliated with the Union of Health Work
Committees. His injury was classified as moderate and he left the
hospital at approximately 16:30 on the same day.
* At approximately 06:00 on Tuesday, 10 December 2019, IOF signed to
guard the annexation wall opened fire at Saif Eyad Wajih al-‘Ardah
(21), from ‘Arabah village, southwest of Jenin, while attempting to
sneak into Israel for work through Thuhor al-‘Abed village lands,
southwest of the city. As a result, he sustained a superficial wound
in the right leg Al-‘Ardah was referred to Khalil Suleiman Hospital
in Jenin for treatment.
* At approximately 07:20 on Tuesday, IOF stationed adjacent to the
annexation wall near Nazlet ‘Essa village, north of Tulkarm, opened
fire at a number of Palestinian workers, who attempted to sneak into
Israel. As a result, 3 civilians, from Qifin village, north of the
city, were injured and they were identified as:
1. Namer ‘Adel Khasib (26), was shot with a live bullet in the left leg;
2. Mohammed Tayseer ‘Ammar (28), was shot with a live bullet in the
left leg; and
3. Yusuf Ziyad Khasib (29), was shot with a live bullet in the foot.
* At approximately 07:30 on Wednesday, 11 December 2019, IOF signed to
guard the annexation wall opened fire at Hazem Mohammed Mousa
Lahlouh (30), from ‘Araba village, southwest of Jenin. As a result,
he sustained a live bullet wound in the right foot while attempting
to sneak into Israel, north of Tulkarm. Lahlouh as referred to
Khalil Suleiman Hospital in Jenin for treatment.
* At approximately 08:00 on Wednesday morning, IOF signed to guard the
annexation wall adjacent to Nazlet ‘Essa village, north of Tulkarm,
opened fire at a number of Palestinian workers, attempting to enter
Israel for work. As a result, ‘Ala’a Bassam Abu Baker (28), from
Qifin village, north of the city, was shot with a live bullet in the
right leg.
* At approximately 17:30 on Wednesday, 11 December 2019, Israeli
soldiers stationed along the border fence, east of Khan Younis,
southern Gaza Strip, fired a number of tear gas canisters at
al-Najjar neighbourhood, east of Khuza’ah village, east of the city.
As a result, many civilians suffocated due to tear gas inhalation.
1. *Incursions and arrests*
*_Thursday, 05 December 2019:_*
* At approximately 00:00, IOF moved into al-Tour village, east of
occupied East Jerusalem’s Old City. They arrested Mahmoud al-Hedrah
(17) after they raided and searched his house.
* At approximately 01:00, IOF moved into Beit Ummer village, north of
Hebron. They raided and searched the house of Thiab Sa’ed ‘Awad (50)
and then arrested his sons Abdul ‘Aziz (27) and Qasem (20).
* At approximately 01:30, IOF moved into Surif village, northwest of
Hebron. They arrested Mousa Kamal Barath’iyah (30) and Ayman ‘Ali
Abdul Fattah Barath’iyah (38) after they raided and searched their
houses.
* At the same time, IOF moved into Silwan village, south of occupied
East Jerusalem’s Old City. They raided and searched several houses
and arrested 4 civilians, referring them for investigation in Salah
Eden police center. The arrestees were identified as: Sofian
al-Natshah, Islam al-Rajbi, Hamzah Abu Suneinah and Mohammed al-Rajbi.
* At approximately 02:00, IOF backed by military construction vehicles
moved into al-Thaheriyah village, south of Hebron, and stationed in
Jourat al-Demi neighborhood. They raided and searched a lathe
workshop of al-Tal family and thoroughly searched vehicles that were
present in the area. Half an hour later, soldiers confiscated
equipment from the workshop. They also handed Suleiman Manna’a
al-Tal, owner of the workshop, a list of the confiscated items,
which at his discretion, cost about NIS 1 million. Moreover, the
soldiers arrested Suleiman’s sons Bashir (25) and ‘Ali (33).
* At approximately 02:30, IOF, moved into Deir al-Ghosoun village,
north of Tulkarm. They arrested Bilal ‘Atallah al-Ghoul (50) after
they raided and searched his house.
* At approximately 16:00, IOF stationed at al-Hamrah checkpoint in the
Northern Jordan Valleys, southeast of Tubas, arrested Mohammed
Hiatham Abu Jaish (23), from Beit Dajan village, east of Nablus.
* IOF carried out (7) incursions in Hebron and Sa’ir village,
northeast of the city; Qasrah village, south of Nablus; Beir
al-Basha village, southwest of Jenin; ‘Ezbet al-Jarad village, east
of Tulkarm; Kafer Laqef village, east of Qalqiliyah; Qarawet Bani
Hasan village, northwest of Salfit. No arrests were reported.
*_Friday, 06 December 2019:_*
* At approximately 14:00, IOF moved into Bal’a village, north of
Tulkarm. They raided and searched several houses after which they
arrested Ahmed Fou’ad Raja E’maier (35), Estifan Fo’ad Marwah
Shahrour (32) and Tareq ‘Adnan Shahrour (40).
* In early morning, IOF arrested crew of Palestinian Satellite Channel
in occupied East Jerusalem during their morning show “Good Morning
Jerusalem” and arrested one of the show guests. Wadi Hilweh
Information Center – Silwan, said that officers of the Israeli
Intelligence Service arrested the channel crews from 2 locations in
al-Zaytoun Mount and Bab al-‘Amoud area, east and center of the
city. The center added that IOF arrested Dana Abu Shamsiyah, the
show presenter; photographer Amir ‘Abed Rabbuh; and former prisoner
Mohammed al-‘Abasi, the show guest, from al-Zaytoun Mount after IOF
raided the place and confiscated the camera equipment. In Bab
al-‘Amoud area, journalist Christine Renawi and photographer ‘Ali
Yaseen were arrested after they ended the show and the camera
equipment were confiscated. It should be noted that “Gilad Ardan”,
Minister of Public Security, issued a decision on 20 November 2019,
to close Palestine Satellite Channel’s office in the city for 6
months for ” PA-organized activities in the State of Israel without
a permit under the law.”
* IOF carried out (7) incursions in Dura, Bani Na’im and al-Shoyoukh
villages in Hebron; Tal village, southwest of Nablus; al-Jalazoun
refugee camp, Ni’lin and Betunia villages in Ramallah and al-Birah.
No arrests were reported.
*_Saturday, 07 December 2019:_*
* At approximately 04:00, Israeli soldiers stationed along the border
fence, in eastern al-Shoka village, east of Rafah, southern Gaza
Strip, arrested Akram Hasan Husein al-‘Arjani (20) and Na’el Khalid
Mahmoud Hamad (20), from al-Shoka village, while attempting to sneak
into Israel.
* At approximately 11:00, IOF moved into Qarawet Bani Zaid village,
northwest of Ramllah. They arrested Hamadallah ‘Arar (22) and Hani
(24) from their houses after raiding and searching them.
* At approximately 12:40, IOF arrested Jawdat Mohammed Sowan (28)
after he quarreled with an Israeli settler in a commercial shop in
Jensafout village, east of Qalqiliyah.
* At approximately 18:20, IOF stationed adjacent to the annexation
wall, arrested Omer Nour Mahmoud Ersheid (22), claiming that their
vehicles were stoned.
* IOF carried out (4) incursions in Beit Furik village, east of
Nablus; al-Shuyoukh, Beit Kahel and Emrish villages in Hebron. No
arrests were reported.
*_Sunday, 08 December 2019:_*
* At approximately 02:00, IOF moved into Hebron’s Qalqas village. They
raided and searched Majd Mohamed Sabbah (22)’s house and arrested him.
* At approximately 11:00, IOF stationed at Abu al-Rish military
checkpoint, which is established at the entrance to Hebron, arrested
Afnan ‘Adel Abu Isninah (17), claiming that she had a knife. They
took her to an investigation center in “Kriyat ‘Arba” settlement,
east of Hebron.
* IOF carried out (4) incursions in Dura, Beit Ammer, Sa’eer, and Abu
al-Saja villages in Hebron.
*_Monday, 09 December 2019:_*
* At approximately 01:00, IOF moved into Hebron’s Dura village. They
raided and searched ‘Ali aleb al-Haroub (28)’s house and arrested him.
* At approximately 01:30, IOF moved into Hebron’s Beit Kahel village.
They raided and searched houses, from which they arrested Sami
Sufyan ‘Atawnah (23), Ahmed Nael ‘Asafrah (26) and ‘Abed al-Fattah
Anwar ‘Atawnah (29). All of them were taken to an unknown destination.
* At approximately 02:00, IOF moved into Hebron. They raided and
searched 2 houses of Nehad Mohamed al-Jab’a and ‘Ammar ‘Ali
al-Jab’a. No arrests among the two families’ members were reported.
* At approximately 02:30, IOF moved into Jenin’s Qabatiyia village.
They raided and searched ‘Abed a;-Raod Najeh Kmail (30)’s house and
arrested him.
* Around the same time, IOF moved into Tulkarm’s Bal’a’s village. They
raided and searched Ameer ‘Ali ‘Ajjaj (22)’s house and arrested him.
* At approximately 03:00, IOF moved into al-‘Aroub refugee camp in
Hebron. They raided and searched Shameikh Jaber al-Titi (24)’s house
and then arrested him. IOF confiscated al-Titi’s mobile phone and
laptop. It should be noted that al-Titi is a reporter working for
‘Alam Radio in Hebron.
* At approximately 04:20, IOF moved into Ramallah’s Betouniyia
village. They raided and searched houses and then arrested Abdullah
Asem Ibrahim (29), taking him to an unknown destination.
Additionally, IOF confiscated a vehicle of Saied Abu al-Bahaa.
* IOF moved into Solwan village, south of occupied East Jerusalem’s
Old City. They raided and searched Jerusalem Mayor’s house, Adnan
Adel Tawfeeq Ghaith, and handed their family a summons to refer to
Israeli Intelligence Services at “al-Maskoubeya” detention center in
West Jerusalem. On 05 December 2019, during his presence before the
intelligence officers, he was handed an order issued by the Israeli
Minister of Internal Security Gilad Erdan which banning him from
holding meetings, events, and collecting financial assistance for
the vulnerable inside the occupied Jerusalem for six months.
* Around evening hours, IOF moved into al-Sa’deya neighborhood, in the
occupied East Jerusalem’s Old City. They raided and searched Mahmoud
al-Qulaghasi’s (65) house and arrested him.
* At approximately 16:00, IOF established a temporary military
checkpoint on the entrance of Arraba, southwest of Jenin. They
stopped the Palestinian vehicles, searched their ID cards and
arrested Sa’ed Naser Jarar (20); and Mithqal Mohammed Hamdan (20)
from Jenin, and took them to an unknown destination.
* At approximately 23:00, IOF moved into al-Issaweya, southeast of
Jerusalem. They raided and searched Montaser Naser Sibtah (15) and
arrested him.
* IOF carried out (8) incursions in: al-Baloa’ neighborhood in
al-Beira; EinMusbah in Ramallah; Birzeit and Sarda south of the
city; Saida village south of Tulkarm; al-Simia village; Hebron; and
Beit Oula.
*_Tuesday, 10 December 2019:_*
* At approximately 00:30, IOF moved into Deir Abu Misha’al, northwest
of Ramallah. They raided and searched several houses and arrested
(3) civilians: Ramzi Ibrahim Ata (17); Mohammed Khamees Zahran (24);
and Mhmoud Mohammed Zahran (27).
* At approximately 01:00, IOF moved into Bethlehem, and stationed in
al-Saf Street in the central city. They raided and searched two
houses belonging to Adel Hijazi (48) and Rida Sadouq (29), and
arrested them. It should be noted that the abovementioned civilians
were a former prisoners in the Israeli jail.
* Around the same time, IOF moved into Za’tara, east of Bethlehem.
They raided and searched Mjahed Jamal al-Wahsh (21) and arrested him.
* At approximately 01:30, IOF moved into Ourif village, south of
Nablus. They raided and searched two houses belonging to Ahmed
Mohammed Ahmed Shehada (26) and Osama Ali Yousif Shehada (25), and
arrested them.
* Around the same time, IOF moved into Beit Owa village, southwest of
Hebron. They raided and searched Samir Sobhi al-Masalma’s (35) house
and handed him a summons to refer to the Israeli Intellegince
Services in “/Gush Etzion/” settlement, south of Bethlehem.
* Around the same time, IOF moved into Bani Na’em village, east of
Hebron. They raided and searched Suhaib Abu Jarour’s (34) house and
no arrests were reported.
* At approximately 02:00, IOF moved into al-Issaweya, northeast of
occupied Jerusalem. They raided and searched several houses and
handed (7) civilians summonses to Ahmed Darbas; Waleed Alian; Majd
and Rasheed Darweesh; Mohammed Alian; Moayad Bader; and Issa Darbas,
to refer to Salah al-Dein investigation center in the central city.
* At approximately 02:30, IOF moved into Qousin village, west of
Nablus. They raided and searched Aseed Bassam Yadk’s (23) house and
arrested him.
* At approximately 19:50, IOF moved into al-Beira, and stationed in
the industrial area. A group of young men gathered and threw stones
at the Israeli soldiers who chased them and replied with sound bombs
and teargas canisters, where many civilians sustained tear gas
inhalation. It should be noted that IOF confiscated the surveillance
cameras from some commercial shops belonging to Abu Aqel and
al-Shinni families. This incursion continued for 5 hours before they
withdrew from the village, and neither arrests nor injuries were
reported.
* IOF carried out (6) incursions in Qbatya; Tamoun; Dura; al-‘Aroub
refugee camp; al-Thahereya and al-Shoyoukh villages in Hebron.
*_Wednesday, 11 December 2019:_*
* At approximately 01:30, IOF moved into al-Beira and stationed in Um
al-Sharayet neighborhood south of the city. Dozens of young people
gathered and threw stones, empty bottles and fireworks at the
soldiers, who responded with rubber bullets and sound bombs. As a
result, many civilians suffocated due to tear gas inhalations and
treated in the spot. Three hours later, IOF arrested Laith Assi
al-Tareefi (28), and Bushra Jamal al-Taweel (26) the former prisoner
and journalist and photographer at “Anin al-Qaid Net” and the
daughter of the senior Hamas leader Jamal al-Taweel.
* At approximately 02:00, IOF, reinforced by heavy military vehicles,
moved into Halhoul, north of Hebron. They raided and searched two
houses belonging to Naief Abdullah al-Shatreet (33); and Mahmoud
Bajes Aqel (32), and took them to an unknown destination.
* Around the same time, IOF, reinforced by heavy military vehicles,
moved into Ezz al-Dein Ja’bari’s (55) house and no arrests were
reported.
* At approximately 02:20, IOF moved into Beitin village, northeast of
Ramallah. They raided and searched Ahmed Kayed’s (26) house and
arrested him.
* Around the same time, IOF moved into Silwad village, northeast of
Ramallah. They raided and searched Ahmed Abdullah al-Saher’s (17)
house and arrested him.
* At approximately 03:30, IOF moved into al-Jalazon refugee camp,
north of Ramallah. They raided and searched Kamel Jalal Nakhla’s
(26) house and arrested him.
* In evening hours, IOF arrested Zakeya Ali Husain (30) from Beit Daqo
village, northwest of occupied East Jerusalem after she was
summonsed for investigation, after arresting her husband.
* IOF carried out (11) incursions in Qablan, south of Nablus, Berzeit,
Abu Qash, Sarda, north of Ramallah, Beit Exa villages, Badou,
al-Jadeera, northwest of occupied East Jerusalem, Sibastya northwest
of Nablus, Karaza, Sa’eer, Beit Umer in Hebron.
*III. Settlement Expansion and settler violence in the West Bank,
including occupied East Jerusalem*
1. *Demolition and Confiscation of Civilian Property for Settlement
Expansion Activities*
* At approximately 09:00 on Thursday, 05 December 2019, IOF backed by
military construction vehicles moved into Hebron’s Moghayir
al-‘Abeed area, where they demolished 3 houses, under the pretext of
non-licensing. These houses belong to:
1. Shehada Salama Shehada Makhamrah: a 50-sqaure-meter house built of
tin plates and bricks and sheltered 6 persons, including 3 children.
2. Mosleh Shehada Salama Makhamrah: a 40-sqaure-meter house built of
tin plates and bricks and sheltered 2 persons.
3. Salah Shehada Salama Makhamrah: a 45-sqaure-meter house built of tin
plates and bricks and sheltered 3 persons, including a girl.
* At approximately 16:00 on Sunday, 08 December 2019, IOF razed 27
dunums from Kafur Lqef village’s lands, east of Qalqiliyia, to
establish an industrial area and join it to “/Karnei Shomron/“
settlement. These dunums belong to the heirs of the deceased Mahmoud
‘Othman Qadoura and Saleh Ibrahim ‘Asaf. IOF claimed that these
dunums are “State Lands” and their owners stopped to challenge
before courts. Nayif Jaber, Head of Village Council in Kafur Lqef
Village, said to PCHR’s fieldworker that: “ /On Sunday, 08 December
2019, we shocked when Israeli military construction vehicles moved
into the village and demolished 27 dumums, under the pretext that
their owners stopped to challenge before official bodies, noting
that the owners submitted documents and challenge before official
and legal bodies. The Israeli Civil Administration officer declared
that these dumums would be joint to “Karnei Shomron” settlement to
establish an industrial area. The village residents and dumuns’
owners headed to their dunums and attempted to stop the demolition,
but in vain. They bulldozed half of these dunums until now.” /
* On Monday, 09 December 2019, ‘Ali Ja’abees implemented the Israeli
Municipality decision and self-demolished his 70-sqaure-meter house
in al-Mokaber Mount area, southeast of occupied East Jerusalem, to
avoid paying the demolition costs. Ja’abees said that the Israeli
Municipality staff raided his house on Sunday, 08 December 2019, and
gave him 3 days to implement the demolition, or they will do so,
fine him and force him to pay the demolition costs. It should be
noted that Ja’abees’s house was built of wood 7 months ago;
nonetheless, the Israeli Municipality issued a decision to demolish
his house, tiles surrounding the house and retaining walls.
* At approximately 09:00 on Monday, IOF and Israeli Civil
Administration officers backed by military construction vehicles
moved into al-Qate’ area in Hebron. The soldiers were deployed
between residents’ houses and the military construction vehicles
bulldozed Ahmed Bader Abu ‘Ayish (55)’s 200sq.m plot of land planted
with olive trees and grapes, under the pretext of being “State
Lands”. It should be noted that Israeli authorities handed the
lands’ owners notices to evacuate their lands a year ago.
* At approximately 10:00 on Tuesday, 10 December 2019, IOF and Israeli
Civil Administration backed by military construction vehicles moved
into Kherbit al-Sema in Samou’a village, south of Hebron. The
Israeli Civil Administration officers notified al-Tahadi and
al-Somoud School to stop construction. It should be noted that on
10/30/2019, Israeli authorities handed the school a notice to stop
construction works under the pretext of non-licensing. The notice
set a court hearing on 11 November 2019 to challenge the order.
2. *Israeli Settler Violence*
* At approximately 11:30 on Thursday, 05 December 2019, Israeli
settlers threw stones at Hasan Ahmed ‘Abadi (44)’s vehicle while
driving on Jenin-Nablus Street, northwest of Nablus. As a result,
the vehicle’s windshield was broken. ‘Abadi said to PCHR’s
fieldworker that: /“At approximately 11:30 on Thursday, 05 December
2019, I was returning from Nablus to my house in Baqet al-Sharqiyia
village. When I arrived at al-Mas’odiyia intersection, branching
from Nablus-Jenin Street, I found 8 masked settlers closing the
street with boulders. I stopped 500 meters away and waited for 15
minutes until the settlers got into 2 vehicles and drove towards
“Shafi Shomron” settlement, northwest of Nablus. I noticed that we
were driving in the same direction. Suddenly, one of the settlers’
vehicles approached me and a settler threw a stone at my vehicle’s
windshield and broke it. Meantime, a military vehicle carrying 2
Israeli officers arrived at the area and asked me what happened. I
answered their questions, but they did not do anything. After that,
an Israeli police officer came and asked me if I photographed the
settlers, I told him no. He told me to head to the Palestinian
Liaison office and submit a complaint. I went to the Palestinian
Liaison office in Jenin and did so//.//”/
* At approximately 02:30 on Monday, 09 December 2019, Israeli
settlers, from “/Ramat Shlomo/“ settlement, moved into Sho’fat
village in occupied East Jerusalem. They punctured the tires of 160
vehicles and trucks parking on the village street and vandalized
them with racist slurs, in addition to houses walls. The village
residents said that surveillance cameras recordings fixed in their
houses showed that 3 settlers moved into al-Dahra Street and damaged
the residents’ properties. The Israeli police and intelligence
officers arrived at the area, photographed the vehicles, removed
racist slurs, and took the affected persons’ testimonies.
* *Closure policy and restrictions on freedom of movement of persons
and goods*
*West Bank *
In addition to permanent checkpoints and closed roads, this week
witnessed the establishment of more temporary checkpoints that restrict
the goods and individuals movement between villages and cities and deny
civilians’ access to their work. IOF established *41 temporary
checkpoints and arrested 3 Palestinian civilians. *
*The military checkpoint were as follows: *
*_Hebron: _*
* On Thursday, 05 December 2019, IOF established 3 checkpoints at the
entrances to al-Dahiriyia and al-Koum villages and at the entrance
to al-Fawar refugee camp.
* On Friday, 06 December 2019, IOF established 4 checkpoints at the
entrances to Ethna’ Samou’a and Beit ‘Awaa villages, and at the
entrance to al-‘Aroub refugee camp.
* On Saturday, 07 December 2019, IOF established 2 checkpoints at the
entrances to Yatta and Ethna villages.
* On Sunday, 08 December 2019, 3 similar checkpoints were established
at the entrance to Ethna village, at the northern entrance to Yatta
and at the northern entrance to Hebron.
* On Monday, 09 Dcember 2019, IOF established 2 checkpoints at the
entrance to Beit Ummer village and at the entrance to al-Fawar
refugee camp.
* On Tuesday, 10 December 2019, IOF established 4 checkpoints at the
entrance to al-‘Aroub refugee camp, at the entrance to Hadab
al-Fawar village, at the northern entrance to Yatta, and at the
southern entrance to Hebron.
* On Wednesday, 11 December 2019, IOF established 2 checkpoints at the
eastern entrance to Dura and at the entrance to Bani Na’iem village.
*_Ramallah and al-Bireh: _*
* On Friday, 06 December 2019, IOF established a checkpoint at al-Tiba
village intersection.
* On Sunday, 08 December 2019, IOF established a checkpoint at the
entrance to al-Tiba village.
* On Monday, 09 December 2019, IOF established 2 checkpoints at the
entrances to ‘Ein Yabroud and ‘Ein Sinah villages.
* On Tuesday, 10 December 2019, IOF established 3 checkpoints at the
entrances to al-Nabi Saleh, Biten and ‘Ein Yabroud villages.
*_Qalqiliyah:_*
* At approximately 21:15 on Thursday, 05 December 2019, IOF
established a checkpoint near ‘Izbit al-Tabeeb village intersection,
east of the city.
* At approximately 23:30, a similar checkpoint was established at the
eastern entrance to the city.
* At approximately 14:30 on Friday, 06 December 2019, IOF established
a checkpoint at the eastern entrance to Qalqiliyia.
* At approximately 21:20, IOF established a checkpoint at Jeet
village’s intersection, northeast of the city.
* At approximately 14:00 on Sunday, 08 December 2019, IOF established
a checkpoint at the eastern entrance to Qalqiliyia.
*_Salfit:_*
* On Thursday, 05 December 2019, IOF established 3 checkpoints at the
western entrance to Hares village, at the entrance to Qarawet Bani
Hassan village and at the entrance to Dir Ballout village.
* At approximately 22:00 on Saturday, 07 December 2019, IOF
established a checkpoint at the entrance to Hares village, north of
Salfit.
*_Nablus:_*
* At approximately 07:30 on Thursday, 05 December 2019, IOF
established a checkpoint near “Homesh “ settlement, on Jenin- Nablus
Street. A similar checkpoint was established at “/Shavei Shomron/ “
intersection.
* On Monday, 09 December 2019, IOF closed with rocks the entrance to
Osreen village, south of Nablus. Local sources stated that IOF
closed the entrance under the pretext of throwing stones at
settlers’ vehicles.
* At approximately 10:00 on Tuesday, 10 December 2019, IOF established
a checkpoint on Nablus-Tubad Road, northeast of the city.
* At approximately 18:00, a similar checkpoint was established at
Surra village intersection, southwest of the city.
*_Jenin:_*
* At approximately 12:30 on Saturday, 07 December 2019, IOF
established a checkpoint near the entrance to Sila al-Harithiyia
village, west of Jenin.
* IOF established a checkpoint at Ya’boud village intersection,
southwest of the city.
