Exactly the way one could feel about the recent Bush regime elections (2000 
and 2004):

Oh, shucks,  now I find out he was talking about the Ukraine!

I also find it interesting that newspaper reports tell us:

Some prominent Americans have gone to Ukraine since February to "urge 
respect for democratic standards." From the administration, the list 
includes Defense Secretary Donald H. Rumsfeld, Deputy Secretary Richard 
Armitage and U.S. foreign aid chief Andrew Natsios.  Other visitors include 
former President Bush, former Secretary of State Madeleine Albright, former 
national security adviser Zbigniew Brzezinski and former U.N. Ambassador 
Richard Holbrooke.
