US$20 million offered to Colombian paramilitaries to "work" in Venezuela

Ultimas Noticias reporters Tamoa Calzadilla and Jorge Chavez write: At a 
payments center in Medellin (Colombia), it was well-known that 
paramilitaries who received payment there for protection rackets, 
extortion, and contraband were offering US$20 million to take a group of 
mercenaries to Venezuela to accomplish various illegal operations.

A witness who asked that his identity be concealed told the Colombian 
authorities about the incident, and the information was given to Ultimas 
Noticias by Colombian Senator Gustavo Petro (PDI).

According to the witness, a group of 400 men were to be organized to go to 
Venezuela to assassinate for money. The Colombian Senator suspects that the 
group captured in Venezuela last Sunday could be the same as the group 
recruited by the paramilitaries, most of them reservists in the army, as 
has been officially verified.

But, that is not the only reason to believe this is true. Petro commented 
that in Colombia, information that could be key in the investigations being 
conducted in Venezuela hasn’t been made public yet. “Two months ago, 
telephone conversations of paramilitaries stationed in that region (the 
North of Santander), in which the irregulars speak of transporting male 
combatants to Venezuela to be kept for a while, in captivity,” were 
recorded by the order of a judge who was investigating a prosecutor in Cucuta.

The Senator states that the police recorded 40 hours of conversations, 
whose content revealed that Ana Maria Flores, regional director of the 
Attorney General’s office in the North of Santander, was implicated in 
collaborating with the illegal work of the paramilitaries in the region. 
Other sources comment that the woman has been living her double life for 8 
years, and that her secretary, Magaly, is also implicated. The scandal 
exploded two months ago, and Flores escaped a few days ago. Today, here 
whereabouts are unknown.

Petro, member of a leftist political group, commented that investigations 
have been going on for years, and the tapes furnished by the police reveal 
that the paramilitaries maintain a key contact inside PDVSA (Venezuela’s 
state-run petroleum industry), which makes it easy for them to smuggle 
gasoline across the border. According to Petro they’ve had this business 
for quite a while.

“We have evidence that they are smuggling paramilitaries across the border, 
and that there are thousands waiting in the border areas. They want to be 
hired there, because they cross the border only when they have been hired 
by someone. People think that paramilitaries only come from the extreme 
right, but that is a lie. They work for money. When they enter Venezuelan 
territory, they do it for many millions of dollars.”

Why do they come? Petro believes that among the tasks performed by these 
irregulars are “helping guard ranches, killing people for pay, and planning 
routes for drug smuggling. They make a living off of that.”

With respect to kidnapping, Petra asked, “Don’t you remember who kidnapped 
Richard Boulton?” Petro is aware that the Venezuelan political panorama 
pushes certain political actors to deny the existence of these groups; that 
the opposition maintains serious suspicions that the paramilitaries are a 
smoke screen to blemish the recall referendum and cover up scandals; and 
also that the government attacks anti-Chavez leaders without sufficient 
proof. But he is certain that during these lengthy recordings, not a single 
name was revealed, not even the name of the contact in Venezuela. “If we 
knew, we would have said so already.”

However, Petro maintains that his investigations reveal that there is a 
“paramilitary connection on the Colombian/Venezuelan border, initiated in 
1999,” that has gone through four phases.

    * A monster that escaped from Colombia’s hands: During the mid 1970’s, 
what could be called the embryonic stage of Colombian paramilitary groups 
began.

This group was called “Death to Kidnappers” (MAS), an organization 
responsible for killing more than 4,000 members of the “Patriotic Union,” a 
leftist political organization, and three presidential candidates in less 
than two months.

As time passed, they developed into the famous “Convivir” Cooperatives, 
which formed in Antioquia Department. The governor of the time and current 
Colombian president, Alvaro Uribe, legalized them.

Later, the Colombian United Self-Defenses (AUC) formed, directed and 
financed by landowners to protect their farms and to avoid guerrilla 
kidnappings.

Carlos Castano, whose father was killed by the Revolutionary Armed Forces 
of Colombia (FARC), became the leader of the AUC paramilitary group, whose 
trail of crimes, massacres, and genocide against defenseless Colombians 
prompted the United States to add them to their list of “terrorists.”

Castano, who disappeared from the political scene a few weeks ago under 
strange circumstances, is responsible for thousands of assassinations 
committed by his organization against union leaders, workers, campesinos, 
politicians, mayors, students, and others, just because they were 
progressive or leftist.

This paramilitary leader told French philosopher Bernard Henry-Levy in an 
interview published in the magazines Semana and Le Monde of France, that 
they don’t make their attacks blindly. “Never! There is always a reason. 
The unionists, for example, keep people from working. That’s why we kill 
them!”

He has become the owner of thousands of hectares of the best land, and with 
his indiscriminate massacres, has caused the displacement of more than two 
million Colombians.

Castano has always said that he doesn’t want to justify his crimes, but 
“the country will appreciate them later.” He also accepted that the first 
paramilitaries were trained in army facilities, and that they are currently 
undertaking joint operations with the Colombian armed forces against the 
guerrillas.

After the breakup of paramilitary groups due to their internal struggle for 
the control of drug traffic, new leaders, like Salvatore Mancuso, arose. 
Mancuso assumed the leadership of the AUC after Castano disappeared.

Mancuso, after President Uribe won the elections, stated publicly that “35% 
of congressmen are paramilitaries.”

The US government has asked Colombia to extradite both men for drug 
trafficking.

“We kill them with a chainsaw.”

“My name is Adolfo, and I’m from the Sincelejo coast, and I was recruited 
by the paramilitaries to work on the Central Block and in Bolivar Department.”

“I was recruited by several men because I’m a reservist. They offered me 
money and I accepted. If they don’t let me go later, everyone will die, 
brother.”

“I saw many minors younger than 15, maybe about 700. Discipline is very 
barbarous and tough. If you drink without permission, they tie you to a 
pole for several days, or they kill you. But if you sleep during a night 
watch and the commander finds you, he’s not a saint. That man will grab a 
knife and in front of everyone, grab your head and cut your neck in one 
single slash.”

“When we kill someone by shooting them, that’s a privilege. Later, we have 
to cut off their head. Then, we cut off the hands, the arms, the legs, the 
feet, we cut everything off.”

“For the guerrillas, after we torture them by taking out their fingernails, 
we burn their face with muriatic acid and kill them with a chainsaw.”

“We tie both hands, and with the chainsaw, PRRRRRRRRRRRRR
 We cut them to 
pieces, but while they are alive. We also burn them with a strong fire, 
flames. Anyway, a guerrilla can’t be allowed to remain in the world of the 
living.”

Ofrecieron $20 millones a paramilitares en Colombia

Últimas Noticias (Tamoa Calzadilla & Jorge Chávez): En un centro de cobro 
en Medellín (Colombia) se hizo popular que los paramilitares que allí 
reciben el pago de vacunas, demás extorsiones y contrabando, ofrecían 20 
millones de dólares para traer a un contingente de mercenarios a cumplir 
tareas en Venezuela.

Un testigo contó a las autoridades colombianas el hecho, a resguardo de su 
identificación, y el dato fue dado a conocer a Últimas Noticias por el 
senador neogranadino Gustavo Petro, del Polo Democrático Independiente.

Según el testigo, el grupo que pensaban organizar era de 400 hombres, que 
vendrían a asesinar por dinero. Por eso, el congresista del vecino país, 
sospecha que el grupo que incursionó en Venezuela, detenido el pasado 
domingo, puede corresponder a estos “reclutas” de los paracos, la mayoría 
de ellos reservistas de su ejército, según verificaron oficialmente.

Pero esa no es la única razón que tiene para creer eso. Petro comentó que 
en Colombia aún no se ha hecho pública una información que será clave en 
las investigaciones que se lle van a cabo en Venezuela: "hace dos meses se 
realizaron grabaciones telefónicas (ordenadas por un juez que investigaba a 
una fiscal en Cúcuta) a paramilitares apostados en esa región 
(correspondiente al Norte de Santander) en las que los irregulares hablan 
del traslado de hombres combatientes para Venezuela "que van a estar 
resguardados por un tiempo, en cautiverio".

El congresista asegura que la policía registró 40 horas de conversación, 
cuyo contenido arrojó que la directora regional de Fiscalía en Norte de 
Santander, Ana María Flores, estaba implicada en colaboración con las 
labores irregulares de los paramilitares en la región.

Otras fuentes comentaron que la mujer llevaba ocho años jugando el doble 
papel y que su secretaria, Magaly, también está implicada.

El escándalo reventó hace aproximadamente dos meses y Flores escapó hace 
unos días.

Hoy su paradero es desconocido.

Petro, militante de un partido de izquierda, comentó además que según las 
investigaciones a las que les hace seguimiento hace años y las grabaciones 
aportadas por la policía, los irregulares mantienen un contacto clave 
dentro de Pdvsa, que les facilita el contrabando de gasolina. Negocio del 
cual se apoderaron hace un tiempo, a juicio de Petro.

"Tenemos indicios de que están pasando paramilitares al otro lado y de que 
hay miles en la zona limítrofe esperando. Tienen deseos de ser contratados 
allí, porque ellos pasan sólo cuando son contratados por alguien. La gente 
piensa que los paramilitares son de ultraderecha, pero eso es una mentira, 
ellos actúan por plata. Cuando entran a territorio venezolano lo hacen por 
muchos millones".

A qué vienen. Entre las labores que a juicio de Petro realizan estos 
irregulares, está la de "prestar ayuda a alguien para resguardar su 
hacienda, asesinar a alguien por encargo o construir rutas de exportación 
de estupefacientes. De eso viven".

Y del secuestro "¿no recuerdan quién secuestró a Richard Boulton? Está 
consciente de que el panorama político venezolano empuja a ciertos actores 
políticos a negar la existencia de estos grupos; de que la oposición 
mantiene serias sospechas de una cortina de humo para empañar el 
revocatorio y tapar escándalos, y también de que el Gobierno arremetió 
contra líderes antichavistas aún sin tener mayores pruebas, pero asegura 
que al menos en esas largas horas de grabación telefónica no salió a la luz 
ningún nombre, el contacto en Venezuela, "ya lo habríamos dicho".

Sin embargo sí sostiene que sus investigaciones arrojan que existe un 
proceso de "acoplamiento paramilitar en la frontera colombo-venezolana, 
iniciado en el año 99", que ha tenido cuatro momentos.

    * Un monstruo que se escapó de las manos de Colombia: A mediados de los 
años 70 surgió en Colombia lo que se podría identificar como el embrión de 
los grupos paramilitares.

Este grupo se autodenominó “Muerte a Secuestradores” (MAS), organización 
que se encargó de asesinar a más de 4 mil militantes de la “Unión 
Patriótica”, organización política de izquierda y a tres candidatos 
presidenciales en menos de dos meses.

Con el paso del tiempo, devinieron en las famosas Cooperativas “Convivir”, 
que tuvieron su base de desarrollo en el departamento de Antioquia, cuyo 
gobernador de entonces y actual presidente de Colombia, Álvaro Uribe, las 
legalizó.

Posteriormente, surgieron las autodenominadas Autodefensas Unidas de 
Colombia (AUC), formadas, dirigidas y financiadas por terratenientes para 
la protección de sus fincas y para evitar los secuestros de la guerrilla.

Carlos Castaño, cuyo padre fue asesinado por las Fuerzas Armadas 
Revolucionarias de Colombia (Farc), se convirtió en el jefe de este grupo 
paramilitar cuya estela de crímenes, masacres y genocidios contra 
indefensos colombianos, llevó a que Estados Unidos los considerara dentro 
de su lista de “terroristas”.

Castaño, quien hace algunas semanas desapareció del escenario político en 
extrañas circunstancias, es el responsable de miles de asesinatos cometidos 
por su organización, en contra de dirigentes sindicales, obreros, 
campesinos, políticos, alcaldes, estudiantes, etc, por el simple hecho de 
ser progresistas o de izquierda.

Este líder de los “Paras” le dijo al filósofo francés Bernard Henry-Levy, 
en una entrevista publicada en la revista Semana y Le Monde de Francia, que 
no cometen atentados ciegos:

“¡Jamás! siempre hay una razón. Los sindicalistas, por ejemplo, le impiden 
trabajar a la gente. Por eso los matamos”.

Se han adueñado de millares de hectáreas de las mejores tierras y, con sus 
masacres indiscriminadas, han provocado el desplazamiento de más de dos 
millones de colombianos.

Castaño siempre ha dicho que no quiere justificar sus crímenes, pero que 
“el país lo va a apreciar más adelante”.

También aceptó que los primeros paramilitares se entrenaron en algunos 
cuarteles y que en la actualidad realizan operativos contra la guerrilla de 
manera conjunta.

Luego de la atomización de los grupos paramilitares, producto de su lucha 
interna por el control del narcotráfico, surgieron nuevos liderazgos como 
el de Salvatore Mancuso, quien ante la ausencia de Castaño, asumió el 
liderazgo de las AUC.

Este personaje, luego del triunfo del presidente Uribe, se apuró a decir 
públicamente que “el 35% de los congresistas son paramilitares”.

El gobierno de EEUU ha solicitado al de Colombia la extradición de ambos 
personajes por tráfico de drogas.

“LOS MATAMOS CON MOTOSIERRA”

“Me llamo Adolfo, soy de la costa de Sincelejo y fui reclutado por los 
paramilitares para trabajar en el Bloque Central en el departamento de 
Bolívar.

Fui reclutado por unos ‘manes’ porque soy reservista, me ofrecieron dinero 
y acepté. Si después me negaba a ir, putas que uno se muere, hermano.

Vi muchos menores de 15 años, quizás unos 700. La disciplina es muy bárbara 
y dura, si bebes sin permiso te amarran a un palo varios días o te matan. 
Pero si te duermes en una guardia de centinela, y te encuentra el 
comandante, que no es una madre, entonces ese ‘man’ agarra un cuchillo y 
delante de todos te agarra de la cabeza y te corta el cuello de un sólo tirón.

Cuando matamos a una persona a tiros es un privilegio, luego tenemos que 
mocharle la cabeza. Luego le mochamos las manos, el brazo, las piernas los 
pies, todo se les mocha.

A los guerrilleros luego de torturarlos sacándoles las uñas, quemándoles la 
cara con ácido muriático, los matamos pero con una motosierra.

Se les amarran ambas manos y con la motosierra prrrrr... les cortamos a 
pedacitos, pero cuando están vivos. También los quemamos con candela fuego, 
llamas. O sea, un guerrillero no puede quedar por nada del mundo vivo”.
