against Omaha chapter of Black Panthers </b></font></h2>

George Wallace’s appearance</a> triggered a riot in Omaha, Nebraska in
March 1968, the director of the Federal Bureau of Investigation
<a href="http://www.examiner.com/cointelpro-in-national/fbi-s-director-hoover-let-killer-of-omaha-policeman-get-away-with-murder-40-years-ago">
J. Edgar Hoover</a>, included
<a href="http://www.examiner.com/cointelpro-in-national/omaha-fbi-sets-up-cointelpro-unit-and-j-edgar-hoover-targets-black-panthers">
Omaha on the list of FBI offices </a>expected to conduct
counter-intelligence actions against “Black Nationalist” groups.
Hoover’s order expanded the existing illegal and clandestine COINTELPRO
operation designed to “disrupt” targeted organizations.<br><br>
In September 1968, Hoover announced the Black Panther Party to be the
“greatest threat” to internal security in America. Hoover required
regular reports from FBI field offices on progress made to break the
organization and remove the leadership.<br><br>
On October 5, 1968, Paul Young the Special Agent-in-Charge of the Omaha
FBI office sent a memo to Hoover informing him the Black Panthers had
formed two chapters, one in Omaha and the second in Des Moines,
Iowa.<br><br>
Young wrote: "Since submission of the last quarterly letter
two Black Nationalist Organizations have become active in the Omaha area,
namely the Black Panther Party in Omaha, Nebraska, and the Black Panther
Organization, Inc. in Des Moines, Iowa. The Omaha group consists of
approximately 20-25 members and to date, its activity has been limited to
twice weekly meetings.”<br><br>
Young told Hoover that the Des Moines Panther group seemed only concerned
with obtaining “anti-poverty funds for the purpose of financing an
Afro-American Festival.”<br><br>
More ominously, Paul Young wrote: “It is anticipated that in the
near future [REDACTED] and [REDACTED] might be targets of counter
intelligence action as well as the organizations of which they are
leaders. The Black Panther group in Omaha has vaguely discussed in
general terms creating violence, however, it has taken no positive action
in this regard to date.”<br><br>
Eddie Bolden was the Omaha Panther leader whose name was redacted from
the classified COINTELPRO airtel memorandum. <br>
Young closed his report: “This matter will be closely followed by
Omaha and any future suggestions for counter intelligence action against
the Black Panther Party and Black Panther Organization, Inc. will be
submitted by separate letter.”<br><br>
On October 10, 1968, five days after the Omaha COINTELPRO memo to Hoover
on Black Panthers in the city, George C. Moore sent a COINTELPRO memo to
William C. Sullivan. Moore was head of Racial Intelligence at the
FBI headquarters and Sullivan was head of domestic intelligence.
Both men oversaw COINTELPRO operations in the field for Hoover who
demanded to be kept informed.<br><br>
Moore’s memo outlined his own plan to drive a wedge between the Black
Panthers and the Student Non-violent Coordinating Committee. Moore
recommended planting a story with a cooperative media outlet titled
“Panther Pinheads” as a counter-intelligence action “to help neutralize”
Panther influence over SNCC.<br><br>
Moore wrote to Sullivan: “There is a feud between the two most
prominent black nationalist extremist groups, the Black Panthers and
SNCC. Attached item notes that the feud is being continued by SNCC
circulating the statement that: “According to zoologists, the main
difference between a panther and other large cats is that the panther has
the smallest head.”<br><br>
Sullivan and Moore both followed reports from the FBI field offices when
they weren’t scheming plots like the “Pinheads” plan. The two
officials’ names appear on many of the COINTELPRO memos sent to FBI
headquarters from Special Agent-in-Charge Paul Young in Omaha.<br><br>
On October 23, 1968, Hoover responded to a proposal from Young to start a
rumor campaign against Eddie Bolden of the Omaha chapter of the Black
Panthers. Hoover wrote, “Proposals for counterintelligence measures
against the Black Panther Party…have merit and are worthy of more
detailed consideration.”<br><br>
Hoover told Young: “The utilization of your sources and informants
to spread gossip in the ghetto area concerning BPP leaders and members
must be done on a selective basis so as to preclude tracing the origin of
the gossip to the FBI. This is an effective but risky maneuver and
you must insure that your informants are not compromised. Prior to
taking such maneuvers, you must identify the informants you intend to use
in this program and the rumors they will spread. Spell out tangible
results you expect to obtain from spreading the rumor or rumors you
recommend.”<br><br>
The FBI director ended his memo to the Omaha office, “You are again
reminded that no action should be taken on any specific proposals without
prior Bureau authority.”<br><br>
While J. Edgar Hoover was telling the Omaha Special Agent-in-Charge to
revise his COINTELPRO proposal against Bolden and the Black Panther
chapter, George Moore was also busy in Washington, D.C.<br><br>
Four days after Hoover’s memo to the Omaha FBI office, Moore wrote to
William Sullivan about the Black Panthers seeking authority so “the
counterintelligence program against this organization be accelerated and
that each office submit concrete suggestions as to future action to be
taken against the BPP.”<br><br>
Moore warned the Black Panthers were “rapidly expanding” and
violence-prone. “It therefore, is essential that we not only
accelerate our investigations of this organization and increase our
informants in the organization but that we take action under the
counterintelligence program to disrupt the group.” <br><br>
Moore closed the memo, “Our counterintelligence program may bring about
results which could lead to prosecution of these violence-prone leaders
and active members, thereby thwarting their efforts to perpetrate
violence in the United States.”<br><br>
Two Omaha men did eventually get prosecuted with COINTELPRO dirty tricks,

<a href="http://www.examiner.com/cointelpro-in-national/prison-interview-with-mondo-we-langa-on-cointelpro-and-omaha-two-case">
Mondo we Langa</a> (formerly David Rice). Both men are now serving
life sentences for the murder of an Omaha policeman, a crime they deny.
