Mesa de Solidaridad Contra la Represión<br>

El gobernador electo, Luis Fortuño, acaba de nombrar como superintendente
de la Policía de Puerto Rico a José Figueroa Sancha, el actual
subdirector del FBI en Puerto Rico. La Mesa de Solidaridad contra la
Represión, denuncia, repudia y condena este nombramiento, que oficializa
la federalización del cuerpo policiaco puertorriqueño. Aunque no es un
secreto que históricamente la policía de Puerto Rico ha estado dirigida,
o por lo menos manipulada por funcionarios del gobierno de los Estados
Unidos, el nombramiento del segundo en mando del FBI en Puerto Rico pone
de manifiesto la realidad sobre quién manda en Puerto Rico.<br>
<br>
Como táctica propagandística, el FBI comienza a describir a los
independentistas como terroristas y negar la naturaleza moral de las
acciones del movimiento independentista. Siempre, y de diversas formas,
han intervenido en la vida política y social de nuestro pueblo.
Recordemos varias de las actividades represoras de esa agencia
federal:<br>

1.
COINTELPRO o Programa de Contra Inteligencia, programa que en Puerto Rico
se usó para desestabilizar y dividir las organizaciones independentistas.
<br>
<br>
2.
Participación y encubrimiento de asesinatos políticos como los
siguientes: Antonia Martínez Lagares (1970), Zacarías Cruz (1975), Ángel
Luis Charbonier (1975), Eddie Román Torres (1975), Santiago Mari Pesquera
(1976), Carlos Soto Arriví y Arnaldo Darío Rosado (1978) en el Cerro
Maravilla, Carlos Muñiz Varela (1979), Ángel Rodríguez Cristóbal
(1979).<br>

3.
La invasión de hogares puertorriqueños por parte de un contingente armado
de agentes del FBI y el arresto masivo de independentistas el 30 de
agosto de 1985.<br>
<br>
4.
El asesinato de Filiberto Ojeda Ríos el 23 de septiembre de 2005.<br>
<br>
5.
Los allanamientos de hogares y centros de trabajo de independentistas el
10 de febrero de 2006. Durante uno de estos allanamientos realizado en
Río Piedras, los agentes atacaron a los periodistas y al público que se
congregó en solidaridad, a golpes y con gas pimienta. <br>
<br>
En el asesinato de Filiberto Ojeda Ríos y el ataque a los periodistas
durante el allanamiento en de Diego 444, hay un elemento común: José
Figueroa Sancha. En ambos operativos estuvo presente y no hizo nada para
evitar el comportamiento delictivo y brutal de los agentes bajo su
mando.<br>
<br>
Le recordamos a la Policía de Puerto Rico que al nombrar a un agente del
FBI se está cuestionando la integridad de las y los policías
puertorriqueños y, sobre todo, sus capacidades para dirigir el cuerpo
policiaco. Es un mensaje, infame por demás, que para que la policía de
Puerto Rico funcione tiene que tener a un federal al mando. Hace rato que
los últimos gobernantes han dejado de confiar en la policía
puertorriqueña. Desde 1992 han nombrado agentes federales para dirigir la
policía: Pedro Toledo, Miguel Pereira, Toledo nuevamente y ahora José
Figueroa Sancha, que no es cualquier agente del FBI, sino segundo en
mando en Puerto Rico y quien se ha distinguido por su inclinación a la
represión brutal de los independentistas. No solamente los
independentistas deben esperar un incremento en la represión y brutalidad
policíaca. También deben esperarlo las comunidades pobres como
Candelaria, Columbus Landing, Villa Cañona, Villa del Sol, Manuel A.
Pérez y otras, ya que en la misma conferencia de prensa en que se anunció
su nombramiento amenazó con el “regreso” de la policía a estas
comunidades.<br>

La Mesa de Solidaridad Contra la Represión comenzará una campaña de
orientación sobre la amenaza que significa la federalización de nuestras
instituciones y cómo eso afecta nuestros derechos y la forma de vida.
Planificamos entre otras actividades: manifestaciones, piquetes,
distribución de hojas sueltas y participaciones en programas de
radio.<br>
<br>
La Mesa de Solidaridad Contra la Represión hace un llamado a las
organizaciones independentistas y socialistas, a las comunitarias,
ambientalistas, sindicalistas y a nuestro pueblo a unirse en oposición a
la confirmación de este nefasto nombramiento.<br>

Table of Solidarity Against Repression<br>

Governor-elect Luis Fortuño just named as superintendent of the Puerto
Rico Police José Figueroa Sancha, the current assistant director of the
FBI in Puerto Rico. The Table of Solidarity Against Repression denounces,
repudiates and condemns this nomination, which officializes the
federalization of the Puerto Rican police agency. Although it is no
secret that historically the Puerto Rico police have been directed, or at
least manipulated, by functionaries of the United States government, the
nomination of the second in command of the FBI in Puerto Rico reveals the
reality of who rules in Puerto Rico.<br>
<br>
As a propaganda tactic, the FBI started to describe independentistas as
terrorists and to deny the moral basis for the independence movement’s
acts. Always, and in various ways, they have intervened in the political
and social life of our people. A reminder of several of the repressive
activities of this federal agency:<br>

1.
COINTELPRO, or Counter Intelligence Program, a program used in Puerto
Rico to destabilize and divide independentista organizations.<br>
<br>
2.
Participation and cover up of political assassinations, including:

the massive arrest of independentistas on August 30, 1985.<br>

The assassination of Filiberto Ojeda Ríos on September 23, 2005.<br>

The searches of homes and offices of independentistas on February 10,
2006. During one of these searches, carried out in Río Piedras, agents
attacked, hit and pepper sprayed journalists and the public gathered
there in solidarity.<br>
<br>
The assassination of Filiberto Ojeda Ríos and the attack on the
journalists during the search at 444 de Diego have one thing in common:
José Figueroa Sancha. In both operations he was present and did nothing
to stop the criminal and brutal conduct of agents under his command.<br>
<br>
We remind the Puerto Rico Police that the nomination of an FBI agent
questions the integrity of the Puerto Rican policemen and women,
particularly their abilities to run the police agency. It is more than an
odious message that the Puerto Rico police function must have a federal
agent at the helm. For a long time, those in the highest ranks of
government have lost confidence in the Puerto Rican police. Since 1992
they have nominated federal agents to lead the police: Pedro Toledo,
Miguel Pereira, Toledo again, and now, José Figueroa Sancha, who is not
just any FBI agent, but the second in command in Puerto Rico, and who has
distinguished himself for his inclination toward brutal repression of
independentistas. Independentistas are not the only people who should
expect an increase in repression and police brutality. Poor communities
such as Candelaria, Columbus Landing, Villa Cañona, Villa del Sol, Manuel
A. Pérez and others, should expect it as well, since at the same press
conference where his nomination was announced, the threat of the “return”
of the police to these communities was also announced.<br>
<br>
The Table of Solidarity Against Repression will begin a campaign of
orientation about how federalization threatens our institutions and how
it affects our rights and our way of life. We are planning, among other
activities: demonstrations, pickets, leafleting, and participation in
radio programs.<br>
<br>
The Table of Solidarity Against Repression calls on independentista and
socialist organizations, community and environmental organizations,
unions, and our people, to unite in opposing the confirmation of this
abominable nomination.<br>
