On Wednesday Orlando Gonzalez Claudio, a former political prisoner who 
in 1985 was arrested for his participation in the 1983 expropriation of 
7 million from Wells Fargo carried out by the Macheteros was detained by 
the FBI and forced to submit to DNA testing.

On Thursday Norberto Cintron Fiallo, Chairman of the Coordinadora 
Cariben-a y Latinoamericana of Puerto Rico and federal grand jury 
resister was detained and forced to submit to DNA testing.

On Friday Juan Segarra Palmer was also detained for the same purpose. 
Segarra Palmer is also a former political prisoner as a result of the 
Wells Fargo expropriation.

A federal judge has issued 16 warrants to force Pro independence 
fighters to submit to testing
None have been notified prior and the names on the remaining warrants 
are unknown. The 3 detained so far have been stopped while on the road 
with heavy FBI presence.  The 3 are known totally committed to the 
Liberation of Puerto Rico and known not to be vulnerable to intimidation 
and for this reason it is widely understood that the tactics used by the 
FBI are aimed at attempting to intimidate people in Puerto Rico to not 
support Puerto Rican Independence.

It is evident that a US government operation is once again at play in 
Puerto Rico.

It is widely believed that the investigation under which these acts are 
being carried out is to investigate a clandestine military operation 
carried out in Sabana Seca, Puerto Rico over 30 years ago which left 2 
Navy men dead and 10 wounded.

A third former political prisoner, Juan Segarra Palmer, was subjected to 
forced DNA tests.

During the week, pro-independence organizations denounced the arrests of 
two other activists, Orlando Gonzalez Claudio and Norberto Cintron 
Fiallo by federal agents on the orders of federal Judge Jose A. Fuste to 
undergo DNA testing.

The spokesman for the FBI, Carlos Osorio, saying only that the case is 
not the FBI's, rather the Criminal Intelligence Service of the Navy 
(NCIS, its acronym in English ) and with FBI support.

After contacting the NCIS staff, their spokesperson said that they 
neither confirm nor deny that there is an ongoing investigation.

This newspaper obtained a copy of the search warrant for Cintron Fiallo, 
which was received on April 18 and signed by Judge Fusté. It includes 
Fiallo's social security number and physical description.

"I find that any allegations or evidence establishes probable cause to 
search for and seize a person or property and that the search will take 
tissue samples and saliva via buccal swabs." The officers are authorized 
to use all reasonable efforts and / or force to ensure such samples if 
the person refuses to comply, read the order.  It does not specify 
whether the process is an ongoing investigation or precisely what it is.

It adds that the sample must be taken before May 9 between 6:00 AM and 
10:00 PM.

Wilma Reveron, the National Hostos Independence Movement (MINH), said 
the three will meet with lawyers.

The orders are being carried out by the FBI. They are identifying when 
people are completely alone. They do not allow them to call relatives or 
lawyers. They are told that the order says they are authorized to use 
necessary force to comply with the court orders.

The MINH stated that this is the beginning of a wave of repression 
against the independence movement for their militancy against 
imperialist plans to impose a board of federal fiscal control, the 
refusal to recognize territorial power that can be exercised upon our 
nation by a foreigner and our rights to use civil disobedience, 
resistance and non-cooperation with the US foreign power. They call for 
the use of civil disobedience, resistance, non-cooperation and struggle.

Tests were done in a Medical Center.

The former president of the Bar Association and spokesman of the 
Committee for Human Rights, Eduardo Villanueva Muñoz, said that once the 
DNA tests were made at the Medical Center in Rio Piedras, he was freed.

"I do not know whether to say freedom. It must be said that the state 
has laid eyes on him ... The action represents who have laid eyes on 
it," said Villanueva, referring mainly to the case of González Claudio.

We're very worried that these actions are to intimidate and deter the 
people of Puerto Rico, not only the independence movement, because there 
are many sectors that are becoming aware of the fiscal control board, 
which is a dictatorship legitimized by American law, not by the people 
of Puerto Rico, and people have been talking about organizing resistance 
against the junta, according to Villanueva.

He noted that "the fundamental right such as association and expression, 
are violated when state power is used to frighten and intimidate people 
being searched in front of others and made to take samples without being 
charged.

Segarra Palmer was imprisoned on charges of conspiracy and 
transportation of money related to the expropriation and transport of 
funds from Wells Fargo Securities in Hartford.

González Claudio is former political prisoner in the same case with two 
of his brothers, Avelino and Norberto, and other members of the Boricua 
Popular Army, better known as Los Macheteros, for stealing $ 7 million 
from Wells Fargo on September 12, 1983 . he was arrested on 30 August 
1985 and sentenced to five years in prison.

Cintron Fiallo was arrested February 2006 by federal authorities for 
alleged links with the Macheteros./

Un tercer exprisionero político, Juan Segarra Palmer, fue sometido hoy, 
a pruebas de ADN (ácido desoxirribonucleico), supo este medio.

Durante la semana, organizaciones pro independencia denuncriaron que 
otros dos activistas, Orlando González Claudio y Norberto Cintrón 
Fiallo, también fueron detenidos por agentes federales por orden del 
juez federal José A. Fusté para ser sometidos a pruebas genéticas de ADN.

El portavoz del Negociado Federal de Investigaciones (FBI, por sus 
siglas en inglés), Carlos Osorio, se limitó a decir que el caso no es de 
dicha agencia, sino del Servicio de Inteligencia Criminal de la Marina 
(NCIS, por sus siglas en inglés) y que ellos (agentes del FBI) solo dan 
apoyo.

Al contactar al personal de NCIS, un portavoz respondió que la entidad 
no confirma ni niega que haya una investigación en curso.

Este diario obtuvo copia de la orden de allanamiento en el caso de 
Cintrón Fiallo, que fue recibida el 18 de abril pasado y firmada por 
Fusté. La misma dice el número de seguro social y descripción física, 
como estatura y peso, y color de ojos y pelo.

“Encuentro que cualquier denuncia o testimonio establece causa probable 
para buscar y confiscar una persona o propiedad y que dicha búsqueda 
será de tomar muestras de tejido y saliva mediante hisopo bucal... Los 
oficiales de ley y orden están autorizados a utilizar todos los 
esfuerzos razonables y/o de fuerza para asegurar dichas muestras si la 
persona se niega a cumplir", lee la orden, que no detalla si el proceso 
es por una investigación en curso ni precisa de qué se trata.

Se agrega que la muestra debe hacerse antes del 9 de mayo en horario de 
entre 6:00 a.m. a 10:00 p.m.

Wilma Reverón, del Movimiento Independentista Nacional Hostosiano 
(MINH), indicó que los tres intervenidos están en proceso de reunirse 
con abogados.

“Las órdenes las está diligenciando el FBI. Están identificando cuándo 
las personas están completamente solas. No les permiten llamar a 
familiares ni a abogados. Les dicen que la orden dice que están 
autorizados a usar la fuerza necesaria para que se sometan a la prueba. 
Que si se niegan, los sedarían y los obligarían comoquiera”, dijo 
Reverón sobre lo que le narró Segarra Palmer.

“El MINH denuncia lo que es el inicio de una ola de represión contra el 
movimiento independentista por su militancia contra los planes 
imperialistas de imponernos una junta de control fiscal federal, el 
rechazo al reconocimiento de poder territorial alguno que pueda ser 
ejercido sobre nuestra nación por un poder extranjero y nuestro llamado 
a la desobediencia civil, la resistencia y la no colaboración con el 
poder extranjero estadounidense”, añadió Reverón, quien hizo un llamado 
a que es “hora de desobediencia civil, resistencia, no colaboración y 
lucha”.

*Pruebas se hicieron en Centro Médico*

El expresidente del Colegio de Abogados y portavoz del Comité Pro 
Derechos Humanos, Eduardo Villanueva Muñoz, indicó que una vez les hacen 
las pruebas en un laboratorio en el Centro Médico en Río Piedras, los 
dejan en libertad.

“Yo no sé si se debe decir libertad. Se debe decir que el estado ha 
posado los ojos en él... La acción representa que han posado los ojos en 
él”, manifestó Villanueva, refiriéndose principalmente al caso de 
González Claudio.

“Nos preocupa muchísimo que esto sean acciones para intentar amedrentar 
y disuadir al pueblo de Puerto Rico, no solo al movimiento 
independentista, porque hay diversos sectores que conforme van 
enterándose de lo que es la junta de control fiscal, que es una 
dictadura legitimada por el derecho norteamericano, no por el pueblo de 
Puerto Rico, pues se ha hablado de ir organizando la resistencia contra 
esa junta”, agregó.

Señaló que “el derecho fundamental, como el de asociación y el de 
expresión, se violan cuando se usa el poder del Estado para amedrentar e 
intimidar cuando a esas personas se le registra frente a otras personas 
y se les hace tomar muestras sin haber sido acusados de nada”.

Segarra Palmer estuvo encarcelado por cargos de conspiración y 
transporte de dinero y armas relacionado al caso de la expropiación 
realizada a la firma de transporte de valores Wells Fargo en Hartford, 
Connecticut.

González Claudio es exprisionero político por el mismo caso junto a dos 
de sus hermanos, Avelino y Norberto, y otros miembros del Ejército 
Popular Boricua, mejor conocido como Los Macheteros, por el robo de $7 
millones a la Wells Fargo el 12 de septiembre de 1983. Fue arrestado el 
30 de agosto de 1985 y condenado a cinco años de prisión.

Cintrón Fiallo fue intervenido en febrero de 2006 por las autoridades 
federales por sus supuestos vínculos con Los Macheteros.

Puertorriqueño (PIP) condenaron este viernes el arresto de dos 
luchadores izquierdistas por el Buró Federal de Investigaciones (FBI)

La vicepresidenta del PIP, senadora María de Lourdes Santiago, y el 
secretario general Juan Dalmau Ramírez repudiaron las detenciones 
realizadas por el FBI con el supuesto propósito de tomar muestras de ADN 
(ácido desoxirribonucleico) sin explicar razones.

“Esta situación se produce en el marco del retorno al colonialismo más 
crudo, con la imposición de la junta federal de control fiscal, así como 
una provocación para abortar la posible excarcelación de Oscar López 
Rivera“, expresaron los dirigentes del PIP, socialdemócrata.

El organismo policial estadounidense arrestó por separado a los ex 
prisioneros políticos Orlando González Claudio y Norberto Cintrón Fiallo 
sin que se conozcan las razones específicas.

Los agentes federales los condujeron hasta el Centro Médico de Puerto 
Rico, en el sector capitalino de Río Piedras, para forzarlo mediante 
orden judicial a entregar muestras de ADN.

González Claudio ha estado vinculado al Partido Revolucionario de los 
Trabajadores Puertorriqueños-Ejército Popular Boricua (PRTP-EPB).

A Cintrón Fiallo el FBI lo ha relacionado con el clandestino Ejército 
Popular Boricua-Macheteros (EPB-Macheteros), razón por lo que lo arrestó 
en febrero de 2006 sin formularle cargos.

González Claudio cumplió cárcel por haber participado un operativo que 
permitió el 12 de septiembre de 1983 al EPB-Macheteros adjudicarse 7,2 
millones de dólares de la Wells Fargo, en Hartford, Connecticut (EE.UU), 
para la lucha por la independencia de Puerto Rico.

Mientras, Cintrón Fiallo ha estado en prisión en diversas oportunidades, 
entre ellas por negarse a declarar ante un gran jurado federal sobre 
actividades clandestinas del movimiento revolucionario puertorriqueño.

Los arrestos forman parte de 16 órdenes emitidas por igual número de 
izquierdistas por el juez federal José A. Fusté, del Tribunal de 
Distrito de Estados Unidos en Puerto Rico, según trascendió en la página 
del programa radial Frecuencia Socialista.

“El régimen colonial se ha alimentado del miedo inspirado por agencias 
federales como el FBI y sus aliados en Puerto Rico”, expresó la senadora 
Santiago.

Denunció que la persecución, el encarcelamiento, la marginación y 
“carpeteo” (elaboración de carpetas) a los independentistas han sido los 
vehículos para asegurar la persistencia del sistema de inferioridad 
política que es el Estado Libre Asociado (ELA).
