Letter from Tom Manning, dated May 15, 2006:

Since your visit, we were locked down for a week because
five staff got sent to the hospital in a chow hall incident. Then a
few days after getting off lock down, two things happened at once: a
staff got assaulted in another block, and there were some clashes
between members of two groups of Blacks. So we went on lock down for
another week. We got out for a couple of days, and there was a
re-clash of members
of those two groups. Locked down again. Each lock down involves
scarcely enough cold food to keep one alive. And shake downs always
result in loss of belongings and comfort; such as we manage here. So
we got out again for a few days. Last Saturday there was a clash
between a Black and a white. Locked down all day Sunday, the
14th. They opened the doors this morning. I barely finished my
shower. Less than 20 minutes, and somebody in the next block went
after a staff. Hence, the enclosed notice:
"Inmate Information
Institutional Lockdown
This morning, while attempting to resume normal
operations, an inmate attempted to seriously assault a staff member
with a weapon. An assessment will be made on a daily basis as to the
continuance of the lock down status.
Signed: Al Haynes, Warden, May 15, 2006"
The last time I saw a memo like this, was at the start
of that 30+ day lockdown over Christmas back in Leavenworth.
