Mundarain has stated categorically that there is well-founded historical

evidence to suspect that the US State Department participated in the

paramilitary operation frustrated last Sunday by state security agencies.

<font face="georgia" size=3>The maximum defender of human rights said

that he’s convinced that “there are (local) groups who are conniving with

traditional terrorist and criminal groups.” He added that he is fed up

with knowing how paramilitary groups operate in the world, principally in

Colombia, almost always with funding from drug trafficking; they are

permanently dedicated to developing terrorist acts. <br><br>

<font face="georgia" size=2><b>According to Mundarain, the presumed

paramilitaries entered Venezuela “with the aid or under the auspices of

several groups who persist in insurgent terrorist activities against the

Venezuelan constitutional order. He reiterated that “it would not be

irresponsible to say that the US State Department has its hand in the

case of the paramilitaries.” <br><br>

</b></font><font face="georgia" size=3>He added that “The US State

Department needs to explain its complicity with this modus operandi of

attacking governments in order to change the peoples of the Third World.

Up to now, we’ve been able to show evidence that that has been the State

Department’s repeated behavior, and it leads us to believe that they will

continue acting the same way.” <br><br>

Mundarain commented that the paramilitary incident is extremely grave,

and he noted several occurrences within and outside the hemisphere that

demonstrate the classic behavior of US intelligence towards governments

that disagree with US foreign policy objectives, interests and purposes.

<font face="georgia" size=3><b><u>Historical reasons:</u></b> “The whole

world remembers how at the beginning of the 1980s, Iraq attacked the

Iranian revolution, and this was done with the support of the US

government. In 1954, with the consent of the US, Guatemalan president

Jacobo Arbenz was overthrown. In Nicaragua, the Sandanistas were attacked

from neighboring countries with US funding. Recently, Haiti was the

epicenter of paramilitary action; armed paramilitaries from the Dominican

Republic forced Bertrand Aristide to leave the presidency. The US State

Department has its hand in all these actions,” indicated Mundarain.

Alluding to the stories that Democratic Coordinator groups supported this

subversive activity, Mundarain emphasized that “the Venezuelan

opposition, which has the right to show opposition, must keep its

activities within the principles of democratic life and responsibility as

an alternative to the government’s power. By appearing to be involved

with these paramilitary groups, they’re selling out their nationality.”

He said that he couldn’t believe that leaders of the party of the late

Leonardo Ruiz Pineda (Accion Democratica-AD) could be involved with

paramilitary leaders Carlos Castano and Salvatore Mancuso. “I can’t

believe that people who follow the ideas of philosopher Jacques Maritain

could be involved with the criminal paramilitaries. I don’t have any

doubt that opposition members are involved with these groups. These

groups didn’t come into being by themselves. They were brought to

Venezuela by the hand of the US State Department, and Colombian and

Venezuelan sectors,” he added. <br><br>

peace and national security. Mundarain said that the Venezuelan

government would go to the Iberoamerican Federation Ombudsman and to the

United Nations to denounce US interference in Venezuelan politics.

<font face="georgia" size=3>Mundarain emphasized that in concordance with

Article 322 of the Constitution of the Bolivarian Republic of Venezuela,

it is the responsibility of the State to comply with principles of

national security and the defense of democracy. He warned civil society,

which also shares responsibility with this commitment, not to fall into

the trap of the siren’s song that seeks to promote confrontation between

Venezuelans. <br><br>

As part of his constitutional mandate to defend the human rights of all

citizens, Mundarain plans to pay an institutional visit to the National

Center for Military Defendants in Ramo Verde, Los Teques, where the

presumed paramilitaries (at least 63 to date) are being held. He will

check their physical state and the treatment they are receiving from

National Armed Forces (FAN) personnel. <br><br>

El Defensor del Pueblo, Germán Mundaraín, afirmó categóricamente que

existen fundadas evidencias históricas para sospechar de la participación

del Departamento de Estado estadounidense en la operación paramilitar

frustrada el pasado domingo por los organismos de seguridad del Estado.

El máximo rector de los derechos humanos dijo estar convencido de

"que hay sectores de la población que están en connivencia con

sectores tradicionalmente terroristas y criminales". Agregó que es

harto conocida la manera como los grupos paramilitares operan en el mundo

y principalmente en la República de Colombia, casi siempre, aseguró, con

el financiamiento del narcotráfico y en actitud permanente para

desarrollar actos terroristas. <br><br>

<font face="georgia" size=2><b>Los presuntos paramilitares, según

Mundaraín, ingresaron a Venezuela "con la complicidad o bajo los

auspicios de algunos sectores que permanecen en una actividad terrorista

de insurgir contra el orden constitucional venezolano. Y reiteró que

"no es irresponsable señalar que el Departamento de Estado tiene las

manos metidas en el caso de los paramilitares". <br><br>

el Departamento de Estado explique su connivencia con ese estilo de

hostigar los gobiernos que procuran un cambio en los pueblos del Tercer

Mundo. Hasta ahora podemos mostrar la evidencia de que esa ha sido una

conducta reiterada del departamento de Estado y todo nos lleva a pensar

que ellos continúan en esa misma forma de actuación". <br><br>

Comentó que el incidente de los paramilitares es sumamente grave y dio

cuenta de algunos episodios ocurridos dentro y fuera del hemisferio en

los que subrayó el comportamiento clásico de la inteligencia

estadounidense frente a gobiernos contrarios a los objetivos, intereses y

propósitos de su agenda de política exterior. <br><br>

</font><font face="georgia" size=3>"Todo el mundo recuerda como a

principios de la década de los ochenta, se hostigó desde Irak a la

revolución iraní y eso contó con el apoyo del gobierno norteamericano. En

1954, con la anuencia estadounidense se derrocó al presidente de

Guatemala, Jacobo Arbenz. En Nicaragua, se hostigó a los sandinistas

desde los países vecinos con financiamiento estadounidense.

Recientemente, Haití fue el epicentro de la actuación de paramilitares,

quienes armados desde República Dominicana, obligaron a Bertrand Aristide

a dejar la presidencia. En todas estas acciones aparece siempre el

Departamento de Estado", indicó Mundaraín. <br><br>

En alusión a las versiones de que sectores de la Coordinadora Democrática

respaldaban esta iniciativa subversiva, Mundaraín destacó que la

"oposición venezolana, que tiene derecho a hacer oposición, debe

mantener su actividad dentro de los principios de apego a la vida

democrática y a la responsabilidad como una alternativa de poder distinta

al Gobierno. Al aparecer vinculado a estos grupos paramilitares se

desnaturaliza". <br><br>

Arguyó que no podía creer que dirigentes del partido del extinto Leonardo

Ruiz Pineda (en alusión a la organización Acción Democrática) pudieran

estar relacionados con los jefes paramilitares Carlos Castaño y Salvatore

Mancuso. "Me cuesta creer que la gente que pudiera seguir las ideas

del filósofo Jacques Maritain pueda estar relacionados con los criminales

que son los paramilitares. No tengo la menor duda de que gente de la

oposición está vinculada a estos grupos. Estos grupos no llegaron por si

solos. Fueron traídos de la mano del Departamento de Estado, de sectores

de Colombia y de Venezuela", sentenció. <br><br>

</font><font face="georgia" size=2><b>Ante la gravedad del caso que pone

en peligro la paz y la seguridad nacional, precisó que acudirá a la

Federación Iberoamericana de Ombudsman y a las Naciones Unidas para

denunciar la intromisión de Estados Unidos en la política de Venezuela.

<font face="georgia" size=3>Subrayó, en concordancia con el artículo 322

de la CRBV, que es responsabilidad del Estado dar cumplimiento a los

principios de seguridad de la Nación y defensa de la democracia, y al

mismo tiempo advirtió a la sociedad civil, corresponsable con este

compromiso, no caer en la trampa de los cantos de sirena que buscan

propiciar el enfrentamiento entre los venezolanos. <br><br>

Consecuente con el mandato constitucional de vigilar los derechos humanos

de cualquier ciudadano, Mundaraín giró instrucciones para realizar una

visita institucional a las instalaciones del Centro Nacional de

Procesados Militares en Ramo Verde en Los Teques donde permanecen

detenidos los presuntos paramilitares (al menos 63 personas fueron

privadas de su libertad por agentes de seguridad del Estado) con la

finalidad de constatar el estado físico de los mismos y el trato brindado

por los funcionarios de la Fuerza Armada Nacional.<br><br>
