The United States has published the text of the framework agreement signed
by Lebanon and Israel following the fifth round of US-mediated negotiations
in Washington.

Presented by Washington as a roadmap toward “lasting peace and security,”
the agreement lays out a phased process linking Israeli military withdrawal
to the deployment of the Lebanese Army, the disarmament of non-state armed
groups, direct Lebanese-Israeli coordination and international
reconstruction efforts.

The agreement has, however, sparked fierce opposition inside Lebanon.
Critics, including Parliament Speaker Nabih Berri, who described it as
“fitna” (sedition), argue that it risks deepening internal divisions by
placing the burden of implementation on Lebanon while Israeli military
operations continue.

Opponents also contend that the framework seeks to achieve through
political arrangements and Lebanon’s own state institutions what Israel
failed to accomplish militarily during its war against Hezbollah.

Below are the agreement’s 14 principal provisions, presented according to
the official text released by the US State Department.

*(The summaries below are based on the official framework released by the
US Department of State and are presented in condensed form for clarity.
They do not reproduce the text verbatim.)*
1. Ending the Conflict

Lebanon and Israel affirm their shared objective of achieving “lasting
peace and security” in Lebanon and declare their ambition to:

   - End the conflict between them.
   - Ensure the sovereignty and security of both countries.
   - Establish peaceful neighborly relations.

2. Phased Security Process

The two sides commit to a phased process in which:

   - The Lebanese Army gradually restores authority throughout Lebanon.
   - Non-state armed groups are disarmed.
   - Israeli forces gradually withdraw from Lebanese territory.

3. Pilot Zones

The agreement provides that:

The Lebanese Army will assume responsibility for two initial pilot zones
once non-state armed groups have been disarmed there.

   - Israeli forces will then withdraw from those areas.
   - Reconstruction will begin.
   - Displaced civilians will be allowed to return.
   - Additional pilot zones will later be designated by mutual agreement.

4. Restoring Lebanese Sovereignty

Lebanon commits to:

   - Restoring full sovereignty over all its territory.
   - Disarming all non-state armed groups.
   - Ensuring that the Lebanese state alone possesses the authority to use
   force.
   - The agreement states that these efforts will receive support from the
United States, Arab countries and international partners.

5. Israel’s Position

Israel declares that:

   - It has no territorial ambitions in Lebanon.
   - The disarmament of Hezbollah and all other non-state armed groups
would “eliminate any future need” for Israeli military action or continued
   military presence inside Lebanon.

6. Exclusive State Authority

Lebanon reaffirms that:

   - Only official state security institutions are responsible for national
   security and defense.
   - No state or non-state actor may use force on Lebanon’s behalf without
   explicit government authorization.

7. Military Coordination Mechanism

Lebanon and Israel:

   - Reaffirm their respective rights to self-defense.
   - Agree that no third party may act on behalf of either country.
   - Establish a US-backed military coordination group responsible for
   implementing the framework.

8. Shared Security Objectives

The agreement expresses support for:

   - A secure Lebanon under full state sovereignty.
   - The deployment of the Lebanese Army throughout the country.
   - The return of Lebanese civilians to their homes.
   - Security for northern Israel.
   - It describes these objectives as essential for achieving lasting peace.

9. US Support for the Lebanese Army

The United States commits to:

   - Supporting efforts to strengthen the Lebanese Army’s authority
   throughout Lebanon.
   - Assisting the disarmament of non-state armed groups.

Any future assistance will be conditioned on:

   - Verifiable implementation.
   - Transparency.
   - International oversight.

10. Reconstruction

The United States undertakes to work with international partners to support:

   - Reconstruction of Lebanon’s infrastructure.
   - Humanitarian assistance.
   - Economic recovery.
   - Long-term investment.

11. Control of Reconstruction Funds

Lebanon and the United States commit to:

   - Preventing reconstruction funds from reaching non-state armed groups
   or affiliated entities.
   - Taking legal measures against any such transfers.

12. Direct Political Engagement

Lebanon and Israel agree to establish:

   - US-facilitated working groups.
   - Direct engagement tracks.
   - Their purpose is to draft a comprehensive peace and security agreement
and pursue what the framework describes as “lasting peace.”

13. Confidence-Building Measures

Both governments undertake to:

   - End hostile actions in international forums.
   - Work toward the return of human remains.
   - Seek the release of detainees.

14. Acknowledgment of the United States

The agreement concludes with both governments acknowledging the United
States’ role in supporting efforts to end the conflict and achieve lasting
peace, while expressing appreciation for the leadership and vision of US
President Donald Trump.
Why the Agreement Is Controversial

While supporters describe the framework as the most comprehensive roadmap
yet for ending the conflict and facilitating an Israeli withdrawal from
southern Lebanon, opponents argue that it fundamentally reshapes Lebanon’s
security architecture.

Critics point in particular to provisions requiring the disarmament of all
non-state armed groups, the establishment of direct Lebanese-Israeli
military and political coordination mechanisms, and the conditioning of
reconstruction assistance on security benchmarks.

For that reason, Parliament Speaker Nabih Berri denounced the agreement as
“fitna” (sedition), while other Lebanese political figures argued that it
attempts to secure through diplomacy and internal political arrangements
what Israel was unable to achieve through military force.
