UN High Commissioner for Human Rights denounced the severe humanitarian
impact of U.S. sanctions against Cuba, as restrictions continue to endanger
vital supplies and vulnerable groups such as pregnant women and children.

The United Nations High Commissioner for Human Rights, Volker Türk,
formally denounced the humanitarian impact of U.S. policies against Cuba
this Friday, February 27, before the Human Rights Council.

During his address at the sixty-first regular session, Türk emphasized a
strong stance on the current situation: “Nothing can justify the
suffocation of a population.” This statement marks the international body’s
position regarding external sanctions.

The restrictions imposed by the Trump Administration have exacerbated a
crisis that has already lasted for more than six decades due to an
economic, commercial, and financial blockade, which directly affects access
to vital supplies such as oil.

U.S.’s aggressive escalation against Cuba, including the energy blockade.*“

He stressed that the measures affect the Cuban economy and the treatment of
sick children and pregnant women. “Nothing can justify the suffocation of a
population”, Türk emphasized.

Türk expressed particular concern about the vulnerability of critical
sectors of society. Specifically, he mentioned that the lack of resources
particularly affects pregnant women and children with cancer, whose medical
care is compromised due to external pressures.

Recently, the Office of the High Commissioner, through its spokesperson
Marta Hurtado, detailed that the dependence on fuel for essential services
places the health system in a high-risk position. The warning indicates
that intensive care units, emergency rooms, and the cold chain necessary
for the preservation of vaccines and sensitive medications could collapse
if the impediment to hydrocarbon imports persists.

Finally, the High Commissioner reiterated his call for the lifting of all
unilateral measures against the island, describing these U.S. actions as a
violation of Human Rights.

On January 29, President Donald Trump signed an Executive Order

declaring Cuba a supposed unusual and extraordinary threat to U.S. national
security. This measure empowers Washington to impose sanctions on goods
from countries that supply crude oil to Cuba, directly impacting the
country’s energy situation by hindering fuel supplies. This action
exacerbates a blockade that has already severely affected the daily lives
of Cubans.

Effects and Figures for Cuba

Between March 2024 and February 2025, the total damages of Washington’s
economic, commercial, and financial blockade against Cuba are estimated at
$7.5561 billion, a figure that represents a 49% increase compared to the
previous period.

In September 2025, during the presentation of the annual report that Cuba
submits to the United Nations General Assembly, Foreign Minister Bruno
Rodriguez reported that over more than six decades, the impact of the U.S.
blockade on the Cuban economy has resulted in losses exceeding $170.677
billion.

Currently, according to Cuba’s Deputy Foreign Minister, Carlos Fernandez de
Cossio, “the United States maintains its fuel blockade against Cuba in full
force and its full impact as collective punishment.”

The official added in a social media post that “nothing announced in recent
days changes this reality. The possibility of conditional sales to the
private sector already existed and does not alleviate the impact on the
population.”

The international community is closely monitoring the development of these
unilateral sanctions.
