In a scene reflecting the complexities of the post-ceasefire phase in 
Gaza, the US Central Command announced the launch of what is known as 
the Civil-Military Coordination Center in Israel. According to 
Washington, the center’s mission is to monitor the implementation of the 
ceasefire agreement and facilitate the flow of humanitarian aid.

However, behind this reassuring language lie deeper political 
implications that revive the question of Palestinian sovereignty and the 
right of the Palestinian people to self-determination without external 
guardianship or domination.

Managing the post-war phase

The United States, which led political and military efforts during the 
Gaza war over the past two years, is now attempting to reshape its 
presence in the region through this center. Although officially 
described as a “coordination” body, experts view it as an attempt to 
manage the post-war phase from the position of a custodian, prioritizing 
Israel’s security over the protection of Palestinian civilians who have 
endured genocide at the hands of the Israeli occupation for two years.

While Palestinian factions meet in Cairo, both collectively and 
bilaterally, to discuss governance arrangements in Gaza from a purely 
Palestinian perspective, reports of more than 200 US troops stationed in 
Kiryat Gat point to a growing trend toward internationalizing the 
supervision of Gaza effectively sidelining any genuine Palestinian 
representation in managing humanitarian or political affairs.

Husam Badran, a member of Hamas’s political bureau, confirmed that 
Palestinian factions held meetings in Cairo to continue implementing the 
Sharm el-Sheikh agreement. He emphasized Hamas’ and other factions’ 
commitment to advancing the agreed-upon steps.

In a press statement, Badran explained that the latest meeting saw broad 
participation from major Palestinian factions and came under Egypt’s 
continued sponsorship of reconciliation and national dialogue efforts.

He added, “During the bilateral and collective meetings with various 
factions, a general consensus was reached on a unified vision for 
implementing the agreement in a way that serves the interests of the 
Palestinian people especially in the Gaza Strip.”

Security takes the forefront

Statements made by US Vice President J.D. Vance during his visit to the 
site, where he threatened Hamas with “severe consequences” if it did not 
disarm, confirm that the American approach remains primarily 
security-focused.

Rather than serving as a tool to protect civilians or monitor the 
ceasefire, the center appears to function as a mechanism to regulate 
power balances on the ground and keep Gaza within a security framework 
that preserves Israel’s military and political superiority.

This was echoed by US Secretary of State Marco Rubio, who stated that 
work is underway to establish an international force to maintain 
stability in the Gaza Strip, one composed of countries that Israel feels 
comfortable with.

Speaking at a press conference at the Civil-Military Coordination Center 
in Kiryat Gat, south of Tel Aviv, Rubio noted that Washington is 
coordinating with various parties regarding the planned international 
force. He clarified that it has not yet been formed, though many 
countries have expressed willingness to participate.

Observers argue that the creation of this center continues a 
long-standing US policy aimed at tightening control over the conflict’s 
management, rather than ending it.

While Washington speaks of “rebuilding Gaza and turning it into a 
Riviera,” it overlooks the fact that no reconstruction effort can be 
built on the ruins of sovereignty or at the expense of the Palestinians’ 
right to freely choose their leadership and political system.

A new guardianship under humanitarian cover

Palestinian analysts view this US move as a new form of guardianship 
reviving the model of “international administration” tested in other 
conflict zones, from Bosnia to Iraq, which only deepened division and 
dependency.

The American headquarters does not operate within Gaza, meaning that 
Palestinians are being managed remotely, with their humanitarian and 
political issues reduced to military reports and security budgets.

Experts warn that such a model of “international security management” 
could pave the way for permanent arrangements that sideline key 
Palestinian factions and transform Gaza into a shared zone of influence 
among external actors administered by committees and coordination 
centers devoid of sovereignty or accountability.

Protecting civilians first

After two years of a war described as the deadliest in the conflict’s 
history, what Palestinians need is not a “coordination center,” but a 
genuine international protection framework one that ensures an end to 
violations, lifts the blockade, and rebuilds what the war destroyed.

The priority must be saving what remains of life in Gaza, not imposing 
top-down administrative structures that decide its people’s fate without 
their participation.

The Palestinians’ right to self-determination is not a negotiable file 
to be managed from military compounds, it is a legal, humanitarian, and 
historical principle that cannot expire with time. Any attempt to impose 
an “external transitional administration” will inevitably collide with 
the collective consciousness of a people who have endured every form of 
occupation and guardianship, yet never lost faith in their right to 
freedom and sovereignty.

It appears that the American headquarters in Kiryat Gat is not merely a 
logistical step, but a new chapter in the struggle of wills between a 
people striving to protect their right to life and dignity, and global 
powers attempting to redraw their map from behind the walls.
