Data presented by the Euro-Med Human Rights Monitor highlight that the
proposed American plan for the Gaza Strip carries fundamental dangers, most
notably the imposition of forced geographic divisions that entrench Israeli
military control and create restrictive environments that push toward the
forced displacement of residents from their original areas.

The Monitor also warns in a report, of a forced demographic reconfiguration
through closed “container cities” with a ghetto-like character, and of the
de facto annexation of land and resources, particularly the coastline and
gas fields, in ways that undermine basic Palestinian rights, foremost among
them the right to self-determination.

Strict geographic divisions entrenching military control and forced
displacement

The Euro-Med Monitor pointed to the dangers of the circulated American
plan, which aims to divide the Gaza Strip into two main zones: red and
green, separated by a militarized yellow line.

According to the Monitor’s statement, this plan entails wide-ranging risks,
most notably forcing Palestinian residents to leave their original places
of residence by converting vast areas of the Strip into closed military
zones directly controlled by the Israeli army.

Based on information obtained by the Monitor, sourced from arrangements
being coordinated through the US Civil-Military Coordination Center, the
plan relies on a rigid geographic separation system that divides the Strip
into population blocs surrounded by closed military zones.

More than half of Gaza’s area would effectively be placed under direct
military jurisdiction, where intensive surveillance systems and strict
restrictions on movement and essential aid are imposed. In this
environment, humanitarian needs are used as tools of pressure to compel
residents to relocate toward what is referred to as “safe zones.”

The first phase divides the Strip into a “red zone” covering 47% of the
area and including the majority of civilians, and a “green zone” covering
53% and placed under full Israeli military control, where armed groups
created and funded by Israel are deployed. A yellow line between the two
zones serves as a military boundary, where Israeli forces are permitted to
use shoot-to-kill policies against anyone who approaches or attempts to
cross it.

The Monitor confirms that the yellow line, marked with visible signs, has
already been physically shifted on the ground beyond the published maps,
advancing over 1,000 meters in some areas. This is done to unilaterally
redraw lines of control, expand the areas under occupation, and further
restrict Palestinian movement within the Strip as part of a de facto
annexation and fragmentation of territorial unity.

Control of the coastline and plundering of natural resources under
long-term arrangements

The Monitor indicates that the plan aligns with Israeli efforts to impose
full control over Gaza’s Mediterranean coastline, classified as a “red
zone” under the plan. This would entail seizing marine resources, including
fishing zones, gas fields, and existing and future coastal infrastructure.

The Monitor describes this approach as an unlawful seizure and organized
plunder of the resources of an occupied territory, and a direct violation
of the international principle of the permanent sovereignty of peoples over
their natural wealth. It also contravenes the legal obligations of an
occupying power, which is prohibited from exploiting natural resources for
its exclusive benefit or seizing public or private property in occupied
territories.

The Monitor sees this maritime control as part of long-term arrangements
that undermine Palestinians’ right to manage their own resources and grant
Israel a position of security and economic dominance over the Strip’s
maritime domain, deepening the reality of de facto annexation of land and
resources.

“Container Cities” as a modern Ghetto model imposing security hierarchies,
systematic discrimination

The plan includes establishing “container cities” or closed residential
camps inside the green zone, each accommodating around 25,000 people in a
narrow area not exceeding one square kilometer, surrounded by fences and
checkpoints that cannot be crossed except after strict security screening
procedures.

The Monitor stresses that these cities are nothing but modern forms of
ghettos seen in historical colonial and racist eras, where population
groups were crammed into closed areas with movement controlled from the
outside.

Information shows that these cities would not provide “temporary shelter”
but would function as imposed enclaves where residents become populations
under management and control, deprived of freedom of movement, residence,
work, and education. Basic rights would be treated as conditional
privileges dependent on security checks set by Israeli and American
authorities.

The data indicate that engineering units have already begun designing the
first experimental city in Rafah, pending funding. The plan establishes
systematic discrimination among Palestinians, as large numbers would be
moved to these temporary cities based on security assessments that exclude
broad groups classified as “not meeting requirements” or “high-risk.”

As a result, essential protections and services, such as housing, food, and
healthcare, would become tools of pressure and political and security
filtering.

The Monitor asserts that life inside these cities would be governed by
arbitrary supervision and externally imposed arrangements, leading to the
confiscation of residents’ ability to manage their own affairs and
solidifying a new political reality that undermines Gaza’s future,
identity, and legitimate right to self-determination.

A political path fragmenting land and people, and American role beyond
“mediation”

The Euro-Med Monitor warns that the plan is not merely a set of security
arrangements but part of a broader agenda aimed at dismantling the unity of
Palestinian land and people by establishing a permanent separation between
Gaza and the West Bank and imposing a “starting from zero” logic through
the creation of a new authority in Gaza, separate from the Palestinian
national framework.

This amounts to a forced political re-engineering imposed from the outside,
threatening Palestinians’ basic rights and fragmenting their social and
political fabric.

The Monitor criticized the American role, stating that Washington is not
acting as a mediator or humanitarian actor, but rather as an active party
participating in the design of field-political engineering that entrenches
de facto annexation and forced displacement under the guise of security
arrangements.

It argues that Washington’s supervision of the Civil-Military Coordination
Center and its use of influence to push the plan forward contradict its
international obligations not to recognize unlawful situations or assist in
entrenching them.

The Monitor calls on the international community to acknowledge the fact
that no arrangements in Gaza can be legitimate unless based on ending the
occupation, withdrawing Israeli forces entirely, lifting the land, sea, and
air blockade, ensuring freedom of movement, enabling the flow of aid and
reconstruction materials, and allowing residents to manage their civil
affairs and freely choose their representatives.

It also urges the United Nations and the states party to the Geneva
Conventions to reject any plans that reproduce Israeli control in the form
of enclaves or transitional zones, and to refrain from supporting or
recognizing any arrangements involving de facto annexation, forced
displacement, or resource exploitation.

The Monitor stresses the need for immediate international pressure to lift
the blockade, open crossings, and support international accountability to
ensure no party escapes punishment.
